CHQ News - Seniority List : Inspector Posts up to 2000 updation thereof.
Directorate vide memo No. 9-9/2011-SPG dated 27.07.2016 has circulated draft gradation list of Inspector Posts cadre upto the year 2000 (corrected as on 1/4/2016) to all circles and directed to inform any discrepancies / inaccuracy therein by 12.8.2016.
The officers who desire to make a representation if any against the incorrectness in the list may also submit to Directorate through proper channel on or before 12.8.2016. It is therefore requested to all concerned to check the data immediately and ensure its correctness.
On enquiry with Directorate it is told that till today not a single circle has responded to above reference.
Circle Secretaries and CHQ office bearers are requested to ensure submission of their circles report on or before 19.8.2016 to Directorate.

Password Policy-Setting complex passwords - Reg
DoP Password Policy V.1.0
1. Purpose: The purpose of
this policy is to establish a standard for creation of strong passwords, the
protection of those passwords, and the frequency of change of the passwords.
2. Scope: The scope of this
policy includes all end-users of DoP email services and personnel who have or
are responsible for an account (or any form of access that supports or requires
a password) on any system/ service in the India Post domain. These include
personnel with their designated desktop systems/ laptops. The scope also
includes designers and developers of individual applications.
3. Policy:
3.1 Policy Statements:
3.1.1 For users having accounts for accessing
systems/ services:
3.1.1.1 Users shall be responsible for all activity
performed with their personal user Ids. Users shall not permit others to
perform any activity with their user Ids or perform any act ivity with Ids belonging
to other users.
3.1.1.2 All user-level passwords (e.g. email, web,
desktop computer etc.) shall be changed periodically. Presently the email
password expiry period is configured as 90 days. Similar expiry limit will be
imposed on other applications in future. The IA of the respective application will
suitably notify to the users about expiry of the password well in advance. In
such case the users are required to change the password. Users shall not be
able to reuse previous passwords.
3.1.1.3 The password expiry period is subject to
revision by the competent authority.
3.1.1.4 For Password Change Control, both the old and
new passwords are required to be given whenever a password change is required.
3.1.1.5 Passwords shall not be stored in readable
form in batch files, automatic logon scripts, Internet browsers or related data
communication software, in computers without access control, or in any other
location where unauthorized persons might discover or use them.
3.1.1.6 All access codes including user ID passwords,
network passwords, PINs etc. shall be treated as sensitive and confidential
information and not be shared with anyone, including personal assistants or secretaries.
3.1.1.7 All PINs (Personal Identificat ion Numbers)
shall be constructed with the same rules that apply to fixed passwords.
3.1.1.8 Passwords must not be communicated through
email messages or other forms of electronic communication such as phone to
anyone.
3.1.1.9 Passwords shall not be revealed on
questionnaires or security forms.
3.1.1.10 Passwords of
personal accounts should not be revealed to the controlling officer or any
co-worker even while on vacation unless permitted to do so by designated
authority.
3.1.1.11 The same password shall not be used for each
of the systems / applications to which an user has been granted access e.g.
separate password to be used for a Windows account and an UNIX account .
3.1.1.12 The "Remember Password" feature of
browser/applications shall not be used.
3.1.1.13 Users shall refuse all offers by software to
place a cookies on their computer such that they can automatically log on the
next time when they visit a particular Internet site.
3.1.1.14 First time login
to systems / services with administ rator createdpasswords, should force
changing of password by the user.
3.1.1.15 If the password is shared with support
personnel for resolving problems relating to any service, it shall be changed
immediately after the support session.
3.1.1.16 The password shall be changed immediately if
the password is suspected of being disclosed or known to have been disclosed to
an unauthorized party.
3.1.1.17 Users must not be able to reuse their last 5
passwords when choosing a new password.
3.1.1.18 Users must be locked out for next 30 minutes
after 5 successive failed logon attempts due to incorrect user id/password.
3.1.1.19 Password should comply with the standards as
specified in Para 3.2.
3.1.2 For designers/developers of applications /
sites:
3.1.2.1 No password shall be traveling in clear text;
the hashed form of the password should be used. To get around the possibility
of replay of the hashed password, it shall be used along with a randomization parameter.
3.1.2.2 The backend database shall store hash of the
individual passwords and never passwords in readable form.
3.1.2.3 Password should comply with the standards as
specified in Para 3.2.
3.1.2.4 Users shall be required to change their
password periodically and not be able to reuse last 05 passwords.
3.1.2.5 For Password Change Control, both the old and
new passwords are required to be given whenever a password change is required.
3.2 Policy for constructing
a password: All user-level and system-level passwords must conform to the
following general guidelines described below:
3.2.1 The password shall contain more than eight
characters.
3.2.2 The password shall be a combination of upper
and lower case characters (e.g. a-z, A-Z), digits (e.g. 0-9) and punctuation characters
as well and other characters (e.g., !@# $%^ &* ()_+ | ~ -= \ ` { } [ ]
:"; '< > ?,./ ).
3.2.3 The password shall not be a word found in a
dictionary (English or foreign).
3.2.4 The password shall never be the same as the
Login Id / User Name as well as not be a derivative of the user ID, e.g. <
username> 123. I t should also not contain the user's account name or parts
of the user's full name that exceed two consecutive characters.
3.2.5 The password shall not be a slang, dialect,
jargon etc.
3.2.6 The password shall not be a common usage word
such as names of family, pets, friends, co-workers, fantasy characters etc.
3.2.7 The password shall not be based on computer
terms and names, commands, sites, companies, hardware and software.
3.2.8 The password shall not be based on birthdays
and other personal information such as addresses and phone numbers.
3.2.9 The password shall not be a word or number
pattern like aaabbb, qwerty, zyxwvuts, 123321 etc. or any of the above spelled
backwards.
3.2.10 The password shall not be any of the above
preceded or followed by a digit (e.g., secret1, 1secret ).
3.2.11 Passwords shall not be such that they combine
a set of characters that do not change with a set of characters that
predictably change.
3.3 Suggestions for
choosing passwords: Passwords may be chosen such that they are difficult-to-guess yet
easy-to-remember. Methods such as the following may be employed:
3.3.1 String together several words to form a
pass-phrase as a password.
3.3.2 Transform a regular word according to a
specific method e.g. making every other letter a number reflecting its position
in the word.
3.3.3 Combine punctuation and/or numbers with a
regular word.
3.3.4 Create acronyms from words in a song, a poem
or any other known sequence of words.
3.3.5 Bump characters in a word a certain number of
letters up or down the alphabet .
3.3.6 Shift a word up, down, left or right one row
on the keyboard.
4
Responsibilities:
4.1 All individual
users having accounts for accessing systems/ services in the India Post domain
and system/network administrators of DoP
servers/network equipments shall ensure implementation of and compliance to
this policy.
4.2 All
designers/developers responsible for site/application development shall ensure the
incorporation of this policy in the authentication modules, registration
modules, password change modules or any other similar modules in their
applications.
5 Compliance:
5.1 Personnel
authorized as Internal Audit shall periodically review the adequacy of such controls
and their compliance.
5.2 Personnel
authorized as Application Audit shall check respective applications for password
complexity and password policy incorporat ion.

Now a Twitter hashtag to register complaints on telecom, postal services
Communication minister Manoj Sinha Tuesday launched a Twitter hashtag, #TwitterSeva where people can register their complaints regarding postal and communication services in the country, and said resolving the call drops issue was a top priority.
Launching the hashtag, Sinha told reporters that the idea was to address consumer complaints at the earliest. Sinha was appointed as the new telecom minister following a cabinet reshuffle last month.
Under this new initiative, all complaints lodged on the Twitter hashtag will be classified as immediate, mid term and long term.
Sinha who met with the telecom industry honchos last week said resolving the issue of call drops was a chief priority and that the department was working together with telecom operators to improve the situation of telecom networks across the country.

Availing of Home Town LTC for other places
Vide DoPT’s O.M. No. 31011/3/2014-Estt.(A-IV) dated 26.09.2014, Government employees have been allowed to convert their Home Town LTC to visit Jammu & Kashmir, North-East Region and Andaman & Nicobar Islands under the present scheme upto 25.09.2016.
Government servants entitled to travel by air can avail this LTC from their Headquarters to the destination. While, the Government servants not entitled to travel by air may travel by air in Economy class in the following sectors:
(a) Between Kolkata/Guwahati and any place in NER
(b) Between Kolkata/Chennai/Bhubaneswar and Port Blair.
(c) Between Delhi/Amritsar and any place in J&K.
Journey for the non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar/ Delhi/ Amritsar will have to be undertaken as per their entitlement.
Reimbursement under the Leave Travel Concession scheme does not cover incidental expenses and expenditure incurred on local journeys.

Committee to Review Representation for Compulsory Retirement
Review of performance is a continuous process under FR 56(j), Rule 48 of CCS (Pension) Rules and the AIS Rules. Recently, all cadre authorities have been asked to constitute Representation Committees in case of receipt of representation from any Government servant, whom the Appointing Authority has decided to retire. Two members of the Committee are nominated by the Cabinet Secretariat and the third member will be nominated by the Cadre Authority.

Respected Sir,
With profound respect it is submitted that Inspector (Posts) working in Department of Posts are struggling for getting the pay parity with their counterparts in Central Excise / Income Tax Department for more than 10 years. Brief history of the case is submitted as below:
Brief History of the case :
2.1 5th Central Pay Commission (CPC) had granted equal pay scale of Rs.5500-10500 to Inspector (Posts) and Income Tax Inspectors under Central Board of Direct Taxes (CBDT) & Central Excise Inspector under Central Board of Excise & Customs (CBEC).
2.2 Subsequently, the pay scales of the post of Income Tax Inspectors under Central Board of Direct Taxes (CBDT) and Posts of Inspector of Central Excise were revised to Rs.6500-10500 from Rs.5500-9000 as per Office Memorandum dated 21-04-2004.
2.3 Aggrieved by the denial of the upgraded scale of Rs.6500-10500 to the Inspector (Posts) admissible to the analogous posts in CBDT/CBEC, certain Inspectors of Posts working under Karnataka Circle filed O.A Nos. 424/2006 and 211 of 2007 before the Hon'ble Central Administrative Tribunal Bangalore Bench seeking the upgraded scale of Rs 6500-10500 for Inspector (Posts) as granted to Inspectors of Income Tax/ Inspector of Central Excise and Customs etc. The above two O.A's were disposed of by a Common Order dated 27-07-2007 directing the respondents and the applicants to take up the issue before the Sixth Central Pay Commission with all necessary details for their consideration and appropriate decision. Accordingly, the matter was taken up with 6th CPC.
2.4 6th CPC placed Inspector (Posts) at par with Inspectors of CBDT/CBEC vide para 7.6.14 of its report by granting grade pay of Rs. 4200/- and the same was accepted by the Ministry of Finance vide resolution dated 29-08-2008. However, subsequently, Grade Pay of Inspectors of CBDT/CBEC was upgraded from Rs. 4200/- to Rs. 4600/- vide Ministry of Finance OM dated 13.11.2009. However, the same benefit was denied to Inspector (Posts).
2.5 Aggrieved by the denial, OA No. 381/2010 before Hon’ble CAT Ernakulam Bench was filed for upgradation of Grade pay from Rs. 4200/- to Rs. 4600/- for the pay scales of Inspector Posts w.e.f. 01.01.2006 (including consequential benefits including arrears of pay and allowances) claiming parity with that of Inspector CBDT/CBEC and also of Assistants in Central Secretariat Service (CSS) on the basis of 6th CPC recommendation for Inspector Posts vide para 7.6.14.
2.6 The said OA was allowed by the Hon’ble CAT Ernakulam Bench vide order dated 18.10.2011 to the extent that keeping in tune with the observations of the 6th CPC coupled with strong recommendations of Department of Posts and also in light of the discussion in the order, 1st respondent i.e the Ministry of Finance shall have a re-look in the matter at the level of Secretary and consider the case of Inspector Posts for up-gradation of their grade pay at par with that of the Inspector of IT, CBDT and CBEC.
2.7 However, the claim of Inspector Posts was rejected by the respondent vide Order No. 2-5/2010-PCC dated 15.10.2012 in contrary to the Hon’ble CAT judgement dated 18.10.2011 without going for appeal against the CAT judgment stating that the duties and responsibilities assigned to Assistant of CSS and Inspector CBDT/CBEC are different from Inspector Posts and there is no comparison between Assistant CSS & Inspector CBDT/CBEC and Inspector Posts and they are performing different duties in their respective cadres.
2.8 Rejection order dated 15.10.2012 was challenged before Hon’ble CAT vide OA No.289/2013 with request to grant of Grade Pay of Rs. 4600/- to Inspector (Posts) w.e.f. 01.01.2006 consequential benefits including arrears of pay and allowances . OA No.289/2013 was decided by the Hon’ble CAT Ernakulam Bench vide judgment dated 15.10.2015 with direction to Respondent No.1 i.e Secretary, Department of Expenditure, Ministry of Finance to comply the orders within 30 days. In the said order following directions were made :
“Para 15. In the above circumstances this Tribunal directs respondent No. 1 to send Annexure A/19 order along with the representation made by the Applicant No. 1 Association, the recommendations made by the Department of Posts thereon along with copies of the relevant portion of the 4th , 5th & 6th Central Pay Commission recommendations regarding the pay of Inspector (Posts) to the Member-Secretary of the 7th CPC requesting for making appropriate recommendations. Respondent No. 1 shall also submit an explanation before the 7th CPC as to why despite the Cabinet Resolution accepting the recommendations in para 7.6.14 of the report of the 6th CPC the officials in the Finance Ministry took a different view and also under what authority the said official has made such decisions in Annexure A/22 file note.
Para 16. In the event, the 7th Pay Commission has reached the final stage of its proceedings and is not in a position to include this matter in its report, then the Finance Secretary/respondent No. 1 shall at his level consider the matter as directed by this Tribunal in OA. 381/2010 keeping in view the detailed proposal with justification submitted by the Department of Posts, the detailed observations made by this Tribunal in the earlier OA and also the present order and shall pass a detailed and speaking order addressing all these points.
Para 17. Respondent No. 1 shall comply with the above directions within 30 days from the date of receipt of a copy of this order.”
3. However, even after a gap of more than 9 months from issue of Hon’ble CAT judgement dated 15.10.2015, compliance is yet to be made by the respondent 1 i.e Ministry of Finance. In contrary to the Hon’ble CAT judgment dated 15.10.2015 to comply the directions by 30 days from the receipt of the order, the respondent No. 1 (Secretary, Department of Expenditure) so far neither referred the matter to 7th Central Pay Commission nor considered the matter and issued any speaking order. Rather, the matter is being tossed between the Department of Expenditure and Department of Posts for want of required documents/files.
4. Here it is to mention that the 7th CPC vide para 11.8.21 (Copy enclosed) acknowledged the fact that the VI CPC had placed Inspector (Posts) at par with Inspectors of CBDT/CBEC and upgraded the Grade pay of Inspector Posts from Rs. 4200/- to Rs. 4600/- at par with Inspectors of CBDT/CBEC. The recommendations of 7th CPC has been accepted by the Government vide Gazette notification number 246 dated 25.07.2016 and the same was notified in the Central Civil Services (Revised Pay) Rules, 2016. Thus, the Grade Pay of Inspector (Posts) has been upgraded from Rs. 4200/- to Rs. 4600/- at par with Inspectors of CBDT/CBEC w.e.f. 01.01.2016.
5. The matter regarding upgradation of Grade Pay of Inspector (Posts) from Rs. 4200/- to Rs. 4600/- w.e.f. 01.01.2006 with consequential benefits including arrears of pay and allowances, is to be decided by Ministry of Finance in light of the Hon’ble CAT judgement dated 15.10.2015 (Copy enclosed for reference) in the OA No. 289/2013.

Grant of Honorarium to Inquiry Officers (IO)/Presenting Officers (PO) - Consolidated instructions regarding
Rate of honorarium to IOs/POs for departmental inquiries are :
IOs (Serving) - Min. Rs 5000 & Max Rs. 10,000.
POs (Serving) - Min Rs. 5000 & Max - Rs. 10,000.
IOs (Serving) - Min. Rs 5000 & Max Rs. 10,000.
POs (Serving) - Min Rs. 5000 & Max - Rs. 10,000.
These rates are applicable with effective from 31/07/2012 and applicable to the inquiries in progress also. The payment is subject to terms and conditions laid down.
The number of disciplinary cases is to be restricted to 10 in a year and not more than 2 at a time.

The honorarium payable to IO/Presenting Officer for conducting inquiry in departmental proceedings would be outside the purview of the general delegation under FR 46 B, which limits the maximum amount payable as honorarium to an individual in a financial year to Rs. 5,000/-
