Postal Dept to recruit 55,000 gramin dak sevaks

Hyderabad, September 16: 

The Departments of Posts plans to recruit around 55,000 Grameen Dak Sevaks through online mode in November, B.V Sudhakar, Secretary, Department of Posts, said.

Addressing a Press Conference here on Friday, Sudhakar informed that the software required for online recruitment is at the testing stage and the online method will ensure transparency in this recruitment.

In order to address the grievances of the postal customers, the National Service Call Centre - 1924 - was launched on September 12, 2016. Customers can call from any network to this number and they will be given a unique 11-digit ticket ID to check the status of their complaint. Nearly 98 per cent grievances and complaints were resolved, he said in a statement.

Post Payment Bank

Explaining about the Post Payment Bank, he said the focus will be on Government to customer services by providing services like Direct Benefits Transfer, which could also be helpful in the financial inclusion. There will be no lending to the customers and deposits can be made up to Rs 1 lakh.

Total 650 branches of post payment bank will be set up by May 2017 and nearly one lakh employees will work on this set up, he added.

Solar power

Sudhakar also informed to harness solar power, 4000 Postal buildings across country will utilize solar power in the coming days. To start with Postal Department headquarters at New Delhi will install Solar Power panels which can save up to Rs 17 lakh of monthly power bill.

The business across Postal services registered growth with 3.8% growth in unregistered postal traffic, 6% in registered posts, 7.3% in Speed Post, 6.8% in savings banks mobilization and 25% growth in Philately, during 2015-16 as against 2014-15, he said.

Postal Department achieved business of Rs 14, 900 crore as against planned target of Rs 14, 600 crore, he added.

Will the Minister of COMMUNICATIONS be pleased to state:

(a) the total number of Gramin Dak Sevaks proposed to be recruited in Jharkhand and in the country during the financial year 2016-17; 

(b) the action being taken against agents who are allegedly collecting large sums of money from people with the promise of facilitating appointments as Gramin Dak Sevaks in Jharkhand; and 

(c) the steps being taken to ensure a transparent and non-discretionary system of recruitment of Gramin Dak Sevaks?

(a) Circle-wise requisite information is attached as “Annexure-I”. However, 391 Gramin Dak Sevaks are proposed to be recruited in Jharkhand, and 31361 Gramin Dak Sevaks, in total, in the country during Financial Year 2016-2017. 

(b) As per the information received from office of Chief Postmaster General, Jharkhand Circle, Ranchi; “No such case has come to notice”. 

(c) Selection process is done through open notification duly following the provisions of Recruitment Rules for Gramin Dak Sevaks issued by the Directorate from time to time to ensure transparency and non-discretion in the process of recruitment of GDS.

COMPILATION OF REVISED SELECTION PROCESS FOR ENGAGEMENT TO ALL APPROVED CATEGORY OF GDS POSTS

Approved Categories of GDS - The following are approved categories of GDS -
(i)       Gramin Dak Sevak Branch Postmaster,
(ii)      Gramin Dak Sevak Mail Deliverer,
(iii)     Gramin Dak Sevak Mail Carrier,
(iv)     Gramin Dak Sevak Mail Packer,
(v)      Gramin Dak Sevak Stamp Vendor,
(vi)     Gramin Dak Sevak Mailman (included in Rule 3 (d) of GDS (C&E) Rules, 2011 vide Directorate letter No 17-39/1/2012-GDS dated 14 Jan 2015)

Age - Minimum and maximum age limit for all approved GDS posts is 18 year and 30 years respectively. Relaxation of 3 years for OBC and 5 years to SC/ST Candidates, if candidate applies to the post earmarked for that community.

Maximum age of casual labourers shall be 35 years (38 years for OBC & 40 years for SC/ST)

Age should be checked as on the date of notification.

Educational Qualification - 'Secondary School Examination pass certificate' of 10th standard conducted by any recognized board of school education in India for all approved categories of GDS.

Computer training certificate - The candidates for all approved categories of GDS will be required to furnish at least 60 days' duration basic computer training certificate from a recognized Computer Training Institute.

Requirement of basic computer knowledge certificate shall be relaxable in cases where a candidate has studied computer as a subject in Matriculation or Class XII or higher educational qualification.

Adequate means of Livelihood - This condition is not pre-requisite for candidates for the purpose of applying to the GDS post/selection. Selected candidate is required to comply with the prescribed condition within 30 days after selection but before engagement.

Notification should be sent to Employment Exchange requesting nomination of suitable candidates (not less than 3) for the post within period of 30 days from the date of sending requisition.

Publicity will be given by displaying a notice at the concerned post office, the police station, the panchayat office and any other public place considered suitable allowing the same time 30 dyas for receipt of applications.

A copy of the notification will also be circulated to all Post Offices within the Division duly entered in Account Bag for display on Notice Board.

If last date falls on Sunday/Holidays, the cut of date will be reckoned as close of subsequent working day.

Record of the application received from the candidates should be maintained by recruiting authority. Closed covers will not be opened till the day earmarked for selection.

Committee - Committee consisting of three members including the recruiting authority with two others not below the rank of Inspector Posts will be nominated by the authority higher to recruiting authority.

Selection will be made by the committee strictly based on marks secured only in Secondary School Examination pass certificate of 10th standard conducted by any recognized Board of School Education in India.

Selection Panel - Vide Directorate letter No 19-10/2010-GDS dated 25.06.2010 and clarification dated 18.10.2013, for engagement of GDS a select panel of the candidate is required to be drawn up based on the sole criterion of merit. The panel should be operated in the event of the following contingencies -
-        Refusal by the meritorious candidate
-        Resignation by the 1st candidate even after joining within one year
-        Review made by higher authority within one year

The select panel may be utilized in other contingencies too provided the select panel is valid.

The select panel will be in proportion of 5 candidates for one vacancy.

The select panel will be valid for one year from the date of finalization and after that it would lose its validity.

If any candidate declines to accept appointment, next candidate of the select panel will get opportunity for engagement.

In case all five candidates decline, the select panel gets exhausted. Then selection process is required to be initiated afresh.

Result will be communicated to the candidate standing first in the list on the same day of selection through Registered Post and copy of the result will be displayed on the notice board.
