Post offices to go paperless in six months

ONGOLE, October 29, 2016 : In a customer-centric initiative, India Post will go paperless shortly implementing Core System Integrator (CSI) Project across different channels, levels and locations, according to its Vijayawada Region Postal Services Director E. Veerabhadra Rao.

Addressing the media here on Friday night, he said, “A pilot project is being implemented in Machilipatnam in this region to lay down a robust IT infrastructure, implement software applications. All services of the Postal Department will go online in six months time.” Customer Interaction Channels would provide services through call centre, web portal and mobile devices.

The CSI also provided for IT-based mail operations with improved article tracking and technology-driven logistics network. Finance & Accounts as also Human Resources Management would be done online under CSI, he added.

“India Post is fully geared up to offer banking services from new fiscal,” he said, adding that the Reserve Bank of India had in principle agreed to inter-portability of its Automated Teller Machines (ATMs) with those of PSU banks. “Some ticklish issues like addressing the complaints of the customers of each other are being looked into,” he added.

5.Config file is nor mandatory, copy arrears exe to accopunts application path

6.Procedure for configuration of accounts is enclosed in separate file (SeventhCPCArears.doc)

The issue of receipt of duplicate COD delivery message has been fixed.
ePaymentClient.exe to be updated in all COD delivery offices.
Replace the existing ePaymentClient.exe the new ePaymentClient.exe.

Password Policy-Setting complex passwords - Reg



DoP Password Policy V.1.0

1. Purpose: The purpose of this policy is to establish a standard for creation of strong passwords, the protection of those passwords, and the frequency of change of the passwords.
2. Scope: The scope of this policy includes all end-users of DoP email services and personnel who have or are responsible for an account (or any form of access that supports or requires a password) on any system/ service in the India Post domain. These include personnel with their designated desktop systems/ laptops. The scope also includes designers and developers of individual applications.
3. Policy:
3.1 Policy Statements:
3.1.1       For users having accounts for accessing systems/ services:
3.1.1.1    Users shall be responsible for all activity performed with their personal user Ids. Users shall not permit others to perform any activity with their user Ids or perform any act ivity with Ids belonging to other users.
3.1.1.2    All user-level passwords (e.g. email, web, desktop computer etc.) shall be changed periodically. Presently the email password expiry period is configured as 90 days. Similar expiry limit will be imposed on other applications in future. The IA of the respective application will suitably notify to the users about expiry of the password well in advance. In such case the users are required to change the password. Users shall not be able to reuse previous passwords.
3.1.1.3    The password expiry period is subject to revision by the competent authority.
3.1.1.4    For Password Change Control, both the old and new passwords are required to be given whenever a password change is required.
3.1.1.5    Passwords shall not be stored in readable form in batch files, automatic logon scripts, Internet browsers or related data communication software, in computers without access control, or in any other location where unauthorized persons might discover or use them.
3.1.1.6    All access codes including user ID passwords, network passwords, PINs etc. shall be treated as sensitive and confidential information and not be shared with anyone, including personal assistants or secretaries.
3.1.1.7    All PINs (Personal Identificat ion Numbers) shall be constructed with the same rules that apply to fixed passwords.
3.1.1.8    Passwords must not be communicated through email messages or other forms of electronic communication such as phone to anyone.
3.1.1.9    Passwords shall not be revealed on questionnaires or security forms.
3.1.1.10 Passwords of personal accounts should not be revealed to the controlling officer or any co-worker even while on vacation unless permitted to do so by designated authority.
3.1.1.11   The same password shall not be used for each of the systems / applications to which an user has been granted access e.g. separate password to be used for a Windows account and an UNIX account .
3.1.1.12   The "Remember Password" feature of browser/applications shall not be used.
3.1.1.13   Users shall refuse all offers by software to place a cookies on their computer such that they can automatically log on the next time when they visit a particular Internet site.
3.1.1.14 First time login to systems / services with administ rator createdpasswords, should force changing of password by the user.
3.1.1.15  If the password is shared with support personnel for resolving problems relating to any service, it shall be changed immediately after the support session.
3.1.1.16   The password shall be changed immediately if the password is suspected of being disclosed or known to have been disclosed to an unauthorized party.
3.1.1.17   Users must not be able to reuse their last 5 passwords when choosing a new password.
3.1.1.18   Users must be locked out for next 30 minutes after 5 successive failed logon attempts due to incorrect user id/password.
3.1.1.19   Password should comply with the standards as specified in Para 3.2.
3.1.2       For designers/developers of applications / sites:
3.1.2.1    No password shall be traveling in clear text; the hashed form of the password should be used. To get around the possibility of replay of the hashed password, it shall be used along with a randomization parameter.
3.1.2.2    The backend database shall store hash of the individual passwords and never passwords in readable form.
3.1.2.3    Password should comply with the standards as specified in Para 3.2.
3.1.2.4    Users shall be required to change their password periodically and not be able to reuse last 05 passwords.
3.1.2.5    For Password Change Control, both the old and new passwords are required to be given whenever a password change is required.
3.2 Policy for constructing a password: All user-level and system-level passwords must conform to the following general guidelines described below:
3.2.1       The password shall contain more than eight characters.
3.2.2       The password shall be a combination of upper and lower case characters (e.g. a-z, A-Z), digits (e.g. 0-9) and punctuation characters as well and other characters (e.g., !@# $%^ &* ()_+ | ~ -= \ ` { } [ ] :"; '< > ?,./ ).
3.2.3       The password shall not be a word found in a dictionary (English or foreign).
3.2.4       The password shall never be the same as the Login Id / User Name as well as not be a derivative of the user ID, e.g. < username> 123. I t should also not contain the user's account name or parts of the user's full name that exceed two consecutive characters.
3.2.5       The password shall not be a slang, dialect, jargon etc.
3.2.6       The password shall not be a common usage word such as names of family, pets, friends, co-workers, fantasy characters etc.
3.2.7       The password shall not be based on computer terms and names, commands, sites, companies, hardware and software.
3.2.8       The password shall not be based on birthdays and other personal information such as addresses and phone numbers.
3.2.9       The password shall not be a word or number pattern like aaabbb, qwerty, zyxwvuts, 123321 etc. or any of the above spelled backwards.
3.2.10     The password shall not be any of the above preceded or followed by a digit (e.g., secret1, 1secret ).
3.2.11     Passwords shall not be such that they combine a set of characters that do not change with a set of characters that predictably change.
3.3 Suggestions for choosing passwords: Passwords may be chosen such that they are difficult-to-guess yet easy-to-remember. Methods such as the following may be employed:
3.3.1       String together several words to form a pass-phrase as a password.
3.3.2       Transform a regular word according to a specific method e.g. making every other letter a number reflecting its position in the word.
3.3.3       Combine punctuation and/or numbers with a regular word.
3.3.4       Create acronyms from words in a song, a poem or any other known sequence of words.
3.3.5       Bump characters in a word a certain number of letters up or down the alphabet .
3.3.6       Shift a word up, down, left or right one row on the keyboard.
4 Responsibilities:
4.1 All individual users having accounts for accessing systems/ services in the India Post domain and  system/network administrators of DoP servers/network equipments shall ensure implementation of and compliance to this policy.
4.2 All designers/developers responsible for site/application development shall ensure the incorporation of this policy in the authentication modules, registration modules, password change modules or any other similar modules in their applications.
5 Compliance:
5.1 Personnel authorized as Internal Audit shall periodically review the adequacy of such controls and their compliance.
5.2 Personnel authorized as Application Audit shall check respective applications for password complexity and password policy incorporat ion.

G-Mail to be stopped w.e.f. 01.09.2016 in India Post domain

This is regarding regularizing email communications between various levels in the Indiapost VPN network. Towards implementation of the Technology Policy, the following email policy is proposed to be adopted, from 1st September 2016.

Email from India post email ID to all other emails are to be allowed in the Indiapost VPN Network

Emails from any other emails to India post mail ID is to be allowed

Emails of all other email service providers like Google, Yahoo, MSN, Hotmail etc will not be allowed to open in India post VPN Network

Email IDS have been provided to all offices in the country.

All official designations (Officers) up to Sub-Divisions have already been created and communicated

Email IDs to offices in 10 Circles, up to Single handed SPMs completed

Email IDs to all offices in Kerala, Rajasthan and Delhi circles would be circulated by 10th August 2016

Email IDs to all offices in Maharashtra, Gujarat, Tamil Nadu, Andhra Pradesh, Uttar Pradesh, West Bengal and Punjab Circle would be circulated by 15th August 2016.

Hence, all officials at all levels should be informed and educated to use India post email ID for all correspondences. The email communications between circles, regions, divisions and post offices including the system administrators should be strictly implemented to use India post mail IDs alone.

This may kindly be circulated to all concerned to prepare them for using Indiapost email, as access to all other mail services would be stopped from 1st September 2016 in our network.

Participate in postal department's logo contest to win Rs.50K prize

The Department of Posts on Friday started a contest inviting logo design and tagline for its payments bank from the public with a prize money of Rs.50,000 for the winner.

"The Department of Posts on June 10, 2016, launched a logo and tagline design contest for the soon to be set up India Post Payments Bank on the MyGov website. The contest is open to all Indian citizens, institutions, agencies and entities for one month until July 9, 2016," the Postal Department said in a statement.

The Union Cabinet on Wednesday cleared proposal to set up India Post Payments Bank (IPPB) with a corpus of Rs.800 crore and a plan for 650 branches operational by September 2017.

It will be expanded further to cover the entire country by the end of 2018-19.
"The best entry will be awarded Rs.50,000. A panel of eminent designers and experts will help shortlist 20 best entries which will thereafter be put up for voting on the MyGov platform for the final selection of the winner," the statement said.

The government has earlier accepted new sign of the rupee and the Swachh Bharat logo from public contests.

The department said it wants to connect with and involve the people of India in designing "the DNA" of the India Post Payments Bank.

"One of the guiding principles of the India Post Payments Bank would be co-creating value propositions and products with its customers and other stakeholders. The present contest is the first step towards this ongoing engagement. It has also initiated a nationwide survey to understand the needs of different segments of customers," the statement said.

The India Post Payments Bank (IPPB) will offer digitally enabled payments, banking and remittance services of all kinds between entities and individuals and also provide access to insurance, mutual funds, pension and credit products in partnership with third-party financial service providers and banks.

Initially most of the 3.5 lakh workforce will be posted on deputation who will be gradually be replaced by fresh recruits.

Telecom Minister Ravi Shankar Prasad has asked the Postal Department to hire an MD and CEO of the IPPB by August and set up a selection committee for hiring a chief financial officer by June 15.

Mobile App for mail delivery to be launched in Mumbai

Bhandup East PO Mumbai 400042 (Mumbai North East Division) has been selected as the first post office in Maharashtra for deploying the Postman Mobile Application (PMA), which enables the postmen to complete the capturing of mail delivery data in real time, using their mobile phones.

PMA is an Android based mobile App designed and developed by the Centre of Excellence in Postal Technology (CEPT), Mysore. It can be used by Postman and other delivery staff for delivering various postal articles including cash on delivery. It enables electronic capturing of delivery data by Postman and is also capable of obtaining acknowledgement of delivery.

The date, time and location are captured automatically the moment the article is delivered. This eliminates possibility of inaccurate capturing of the same during manual delivery. This also helps India Post to analyse delivery performance in a more realistic manner and improve transit time KPI.

Customers can track delivery of articles the moment they are delivered.

PMA supports popular services like Speed Post, Registered Letter, Registered Parcel, Electronic Money Order, and Cash on Delivery and delivery of articles to bulk customers.

A training programme for the post master and postmen on PMA was held at Bhandup East post office on 4th June 2016. Prakash Shewale, Senior Superintendent of Post Offices led the session. The features of PMA were explained to the postmen, which was followed by a comprehensive demonstration and practical training.

Suggesting a name to "IT Modernization Project of Department of Posts"

There is a proposal to give a name to the "IT Modernization Project of Department of posts" as desired by the Hon'ble MOC & IT. The suggested name should be a reflection of wide reach of India Post Network across the country and also project the modernization in the Department through IT Modernization project.


In this regard Department of Posts (Project Management Unit) has requested to All Head of Circles, All DDGs, Dak Bhawan, CGM (BD&M Directorate, CGM, PLI Directorate and Director, RAKNPA, Ghaziabad to suggest a suitable name to the "IT Modernization Project of Department of Posts".

Payments and settlements in India moving towards electronic mode with more e-payments

Payments and settlements in India are fast moving towards the electronics mode. Both business and retail transactions are increasingly being settled through electronic channels like RTGS (Real Time Gross Settlement) and NEFT (National Electronics Funds Transfer). With the spread of banking habits, more and more cash in banks is also being withdrawn as and when required as is evident in the growth of ATM transactions. Besides, there are a host of new-age channels like mobile wallets and mobile banking besides credit and debit cards that are gaining popularity among the younger generation.

India Post is a fine 150-year-old body, which always remained in the background. I have pushed them in a big way. Improving their operations, and pushing them for bigger things. Speed Post has been adjudged as the best courier service by the CAG in eight states of India, and the report is before Parliament. Their revenue has grown by 7.1 per cent … We have also gone for a lot of modernisation of the department. In 2004, we had only four ATMs. Now there are 913 postal ATMs. We have about 1,54,000 post offices all over the country, out of which about 25,000 are regular post offices and the rest are rural post offices.

This vast network has been put to work for e-commerce delivery, and this is a very outstanding success story that I need to acknowledge. What is important is that the entire postal department is very inspired. We are supposed to play a role in the field of digital growth and financial inclusion. The postal department has opened 84,00,000 Sukanya Samriddhi Yojana accounts. All the banks combined have opened only 4,00,000 accounts.

India Post goes high-tech, geo-tags post offices on Bhuvan

As emails and SMSes become the order of the day, the good-old Postal Department is going hi-tech by geo-tagging the post offices and has begun monitoring timely clearance of the letter boxes through a mobile app.
In collaboration with the Department of Space, India Post has geo-tagged over 1.5 lakh post offices on the indigenous geo-portal Bhuvan, developed by ISRO, to help people search the nearest post office and know about services and timings.
India Post has over 1.55 lakh post offices of which more than 1.39 lakh are in the rural areas. An official in Communications and IT Ministry said that the remaining post offices would also be geo-tagged soon on Bhuvan, a Hindi word for ‘universe’.
The initiative is part of Prime Minister Narendra Modi’s drive to use space technology by various departments of the government, he added.
“More than 1,50,000 post offices have been geotagged and their exact location on a GIS satellite imagery map along with photograph, services and office timings etc have been made available on the portal,” he added.
Bhuvan, developed by Indian Space Research Organisation (ISRO), is providing visualisation services and earth observation data to users in public domain.
Bhuvan, started in 2009 with simple display of satellite data and basic GIS functionality, now has more than 6,000 map services which are being used under various applications.
Regarding other achievements of India Post in the last two years, the official said core banking solution (CBS) for providing ‘anywhere banking’ has been rolled out in 21,319 post offices, covering more than 30 crore Post Office savings bank accounts.
Besides, 910 post office ATMs have been installed across the country.

“A mobile app is being used for monitoring timely clearance of letter boxes in more than 16 cities,” he added.

Bajaj Auto Finance inks pact with India Post

Motorcycle finance company Bajaj Auto Finance has entered into an arrangement with post offices across India to enable buyers get information through brochures available at post offices, as well as apply for two-wheeler loans from the company.

Subsequently, customers can also make loan repayments by depositing money in post offices.
The project is being launched with Tamil Nadu as pilot/nodal office and the arrangement will initially be rolled out across 18 locations in the State, Bajaj Auto said in a statement.

Pradeep Srivastava, Executive Director, Bajaj Auto, said: “By joining up with India Post we intend to reach all our customers in the remotest corners of the country.”

Charles Lobo, Chief Postmaster General, TN Circle, India Post, said: “Bajaj has been one of the brands and names we have associated ourselves with for ages. We hope to take this initiative to great heights by delivering easy and convenient finance options to our customers through all our post offices.”
