7th Pay Commission: Centre to hike allowances of Central Govt employees from April 1, says NJCA convenor

New Delhi, February 2: A day after Budget 2017 was tabled in the Parliament by Finance Minister Arun Jaitley, the Central Government employees were upset as the Union Minister nowhere mentioned any increase in the hike of allowances in the 7th Pay Commission. But the members of National Joint Action Committee (NJCA) are an optimist about the implementation of 7CPC and believe that the government will come up with some positive news on April 1. The NJCA also believe that the Union Government will be implementing the 7CPC latest by April 1, after the end of financial year.

On Wednesday, the central government employees were gripped with pessimism after Arun Jaitley made no reference to the anomalies related to 7CPC in his Budget speech. “All of us were eagerly waiting for Finance Minister to make some announcement on minimum wages. But after Mr Jaitley’s speech ended without mentioning a single word about the increase in the minimum wage, most of us were upset,” Shiv Gopal Mishra, NJCA chief said to India.com.

He further added, “The government may implement the 7CPC by April 1 and their demand to increase the minimum wage will also be implemented. If the government fails to increase minimum wages from Rs 18,000 to Rs 25,000 then we will launch a massive protest against the government”.

The NJCA has been actively involved with the Centre where they are seeking a revision of minimum salary from Rs 18,000 to Rs 26,000. The NJCA members and its conveyor had also met Home Minister Rajnath Singh, Finance Minister Arun Jaitley, Railway Minister Suresh Prabhu, a day after the implementation of 7CPC and had kept their demands in front of senior leaders.

Shiv Gopal Mishra is quite optimist about the hike in allowances of government employees but he is not sure that their demands of raising the minimum wage would be fulfilled by the government.

On Wednesday, most of the senior central government employees were eagerly waiting for the Budget speech as most of them expected the Finance Minister to speak on the 7CPC.

On July 1, 2016, the 7th Pay Commission was approved by the Union Cabinet. The date of implementation was fixed by the high-powered committee as for January 1, 2016. From the month of July, the central government employees were provided with the hiked salaries, along with the arrears of six months. But the hike was only related to the basic component of their pay. The increase in allowances was upheld, due to the anomalies raised by employees unions.

The implementation of 7th Pay Commission will directly benefit around 47 lakh central government employees, along with 53 lakh pensioners. In the 7th Pay Commission, the minimum wage has been revised from Rs 7,000 to Rs 18,000. While the maximum salary has been capped at Rs 2.5 lakh.

After going through the GDS Committee Report, the Committee observations and comments on GDS system and on GDS beside on the part of Department and Govt are so impressive and courageous.

In brief, the comments are extracted here :

1.   The GDSs working in the net work of GDS Post Offices are Ambassadors of Department of Posts, Ministry of Communications in the rural and remote areas of India……

2.   The Govt of India still holds the same position and has so far held that the Gramin Dak Sevaks are not departmental employees. They are outside the Civil Services of the Union and shall not claim to be at par with the Central Government Employees……

3.   Currently, a large number of well educated, talented and capable youths are joining GDS posts and strengthening the GDS system and this trend is likely to propel growth of the Department in the coming days……

4.   The Committee observed that in last several decades, the Department has not invested enough to strengthen the network of GDS Post Offices until recently……

5.   The quality of life of GDSs and their family’s needs to be improved by  harmonizing their wages and other emoluments in tune with present day’s needs and aspirations of young GDSs joining the workforce….

6.   The Committee also noted that a large number of them are totally dependent upon the emoluments received from the Department and has no other means of livelihood to supplement their income…….

7.   The Committee views that the demand of regularization of their services is due to better emoluments, reliability and security of regular government service. The Committee noted that GDSs are exploited at the hands of their local supervisors because of existing wage structure and their legal status. The administrative powers such as “put off duty” are exercised on frivolous charges and frequently used for exploitation rather than as remedial measures.

8.   The Department recognizes the engagement of GDSs as contractual, but the present method of engagement and disciplinary proceedings, job contents, risks and responsibilities are getting closer to the regular employees of the department….

9.   that there is tendency to withhold the legitimate demands of GDSs which are due to them, based on the apprehension that they will get closer to regular employees and their claim for regularization will be strengthened in the Court of Law, if such demands are allowed. The Committee finds this as unreasonable and counter productive for the Department. It also deprives them of living a happy life in the changed situation where financial dependence on GDS position is increasing day by day because of shrinking alternate means of livelihood…….

10. The Department has lost its tag of having the largest network for providing financial services to the customers by decelerating expansion of network based on the assumption that GDS post offices are loss making and adding to the overall deficit of the Department….

11.  The Committee observed that the ‘Rationalization of Postal Network Scheme’ has also not worked on the expected line….. the Committee supports the demand for presence of postal facility in the headquarters of each of 2.50 lakhs Gram Panchayats and revamping of PSSK and FO Schemes my making it more remunerative as opening of regular or GDS Post Office in each of such location may not be feasible….

12.    The GDS Post Offices, is around 45% of the total deficit (Net Expenditure – Revenue) of Rs.6258.60 crores and around 15% of the total expenditure of Rs.17894.58 crores in the Financial year 2014-15………..the Committee found that total expenditure on GDS system is far less than deficit of the Department.

13.  Future survival of the Department will largely depend on the successful management of GDS Post Offices, which effectively for its “soul”.. It would be difficult for the Department to survive without the soul…..

14. Tust of GDS network which enables the Department to deliver trustworthy services in each and every village of the country that can not be quantified in terms of revenue…

15.  The Committee observed that the Sub Post Masters of single handed Sub Post Offices do not encourage Branch Post Masters to increase their workload as it results into increase in the workload of Sub Post Offices which they are unable to handle properly due to lack of manpower……

16.  Sub Post Office by utilizing the services of capable and willing GDSs in the single handed sub post offices…..

17. the India Post Payment Bank which is going to be rolled out shortly will use the strengths of the GDS net work and experiences of more than 2.60 lakhs trustworthy Gramin Dak Sevaks serving in the Department of Posts….

18.   the GDS network can potentially wipe out the deficit (gap between the expenditure and revenue) of the Department and emerge as rural digital hubs for delivery of DBT and other postal, financial, remittance, third party and several e-services to the rural population and forming an integral part of fulfilling SABKA SAATH  SABKA VIKAS agenda of the Central Government.

Summary of GDS report

Summary of GDS report 

1. The minimum working hours of GDS Post Offices and GDS is increased to 4 hours from 3 hours. 

2. The new working hours for GDS Post Offices will be 4 hours and 5 hours only.

3. The Level 1 GDS Post Offices/GDSs will have 4 hours as working hours and Level – 2 will have 5 hours as working hours.

4. The Point System for assessment of workload of BPMs has been abolished.

5. The new wage payment system is linked to revenue generation of GDS Post Offices. Under the new system, there will be no increase in wagess of BPMs from Level-1 to Level-2 on the basis of workload but the same will be increased based on achievement of prescribed revenue norms which is fixed at 100% for normal areas and 50% for special areas which presently have 15% anticipated income norms.

6. The GDS Post Offices not achieving the prescribed revenue norm within the given working hours will have to open GDS post offices for minimum of additional 30 minutes beyond the prescribed working hours.

7. The GDSs BPMs will be paid Revenue Linked Allowance @10% beyond Level 2 wage scale if they will be successful in achieving revenue beyond prescribed norms

8. The GDS Post Offices has been categorized into A,B,C and D categories based on the revenue generation norms. The GDS Post Office in A category will achieve 100% revenue. The Committee has recommended a set of actions for each category of GDS Post Offices.

9. The six approved categories of GDS are subsumed into two categories only. One category will be Branch Post Master and all other 5 categories of GDSs are subsumed into one multi tasking category.

10. The job profile of Multi Tasking GDS is expanded to include work such as Business Development and Marketing etc. Their jobs will no more be confined to their old designations. The Assistant BPM will assist BPMs for increasing revenue generation.

11. The GDSs working in the GDS Post Offices will be known as Assistant Branch Post Master (ABPMs) and those working in the Department Post Offices will be known as Dak Sevak (DS).

12. The minimum wage has been increased to Rs.10000/- per month and maximum to Rs.35,480/- per month.

13. The rate of annual increase is recommended as 3%.

14. A composite Allowance comprising of support for hiring accommodation for GDS Post Offices as well as mandatory residence, office maintenance, mobile and electricity usage charges etc. has been introduced for the first time.

15. Children Education Allowance @ Rs.6,000/- per Child per annum has been introduced for GDS.

16. Risk & Hardship Allowance @ Rs.500/- per month for GDSs working in the special areas has also been introduced.

17. A Financial upgradation has been introduced at 12 Years, 24 years and 36 Years of services in form of two advance additional annual increases.

18. The ceiling of ex-gratia gratuity has been increased from Rs.60,000 to Rs.5,00,000/-

19.The GDS contribution for service Discharge Benefit Scheme (SDBS) should be enhanced maximum up to 10% and minimum up to 3% of the basic wage per month, whereas the Department should contribute a fixed contribution of 3% of the basic wage of the GDSs.

20. The coverage of GDS Group Insurance Scheme has been enhanced from Rs.50,000/0 to Rs.5,00,000/-.

21. The contribution of Department in Circle Welfare Fund (CWF) has been increased from Rs.100/- per annum to Rs.300/- per annum.

22. The Scope of CWF is extended to cover immediate family members such as spouse; daughters, sons and dependent daughters in law in the scheme.

23. The Committee also recommended 10% hike in the prescribed limits of financial grants and assistance in the Circle Welfare Fund.

24. The Committee has recommended addition of Rs.10,000/- for purchase of Tablet/Mobile from the Circle Welfare Fund in the head ” Financial Assistance from Fund by way of loans with lower rate of interest (5%)”.

25. Provision of 26 weeks of Maternity Leave for women GDSs has been recommended.

26. The wages for the entire period of Maternity Leave is recommended to be paid from salary head from where wages of GDSs are paid.

27. The Committee has also recommended one week of Paternity Leave.

28. The Committee has recommended 5 days of emergency leave per annum Leave accumulation and encashment facility up to 180 days has been introduced.

29. Online system of engagement has been recommended.

30. The maximum age limit of 50 years for Direct Recruitment of GDSs has been abolished.

31.Minimum one year of GDS service will now be required for GDSs for Direct Recruitment into Departmental cadres such as MTS/Postman/Mail Guard.

32. Alternate livelihood condition for engagement of GDSs has been relaxed.

33. Voluntary Discharge Scheme has been recommended.

34. The Discharge age has been retained at 65 years.

35. The Limited Transfer Facility has been relaxed from 1 time to 3 Time for male GDSs. There will be no restriction on number of chances for transfer of women GDSs. The power for transfer has been delegated to the concerned Divisional head.

36. The ex-gratia payment during put off period should be revised to 35% from 25% of the wage and DA drawn immediately before put off.

37. The committee has recommended preferring transfer before put off duty.

38. The compassionate Engagement of GDS has been relaxed to give benefits to eligible dependents in all cases of death of GDS while in service.

Allowances for central govt employees under 7th Pay Commission likely to come in March

The struggle of central government employees unions seeking better allowances under 7th Pay Commission may be bearing fruit soon.


Finance Ministry is expected to announce new set of allowances for central government employees by March.

Central Government Employees likely to get new allowances from January 2017

It is reported from sources in the Ministry of Finance that centre likely to start disbursing allowances at higher rate in the next calendar year.

It is learnt that due to demonetization and cash crunch, the process is delayed. It is likely to be paid from January 2017. 

Regarding date of effect, though the decision is yet to be taken but it is widely anticipated that fatter allowances will be effected from August 2016 and arrears to be paid in one go in January 2017.

As far as rate of allowances, the source added that the committee will stick to the pay commission recommendation. So the possibility to get something higher looks remote.

It is also reported that Govt. may consider only against abolishing of a few allowances as a populist measure.

Setting up of Departmental Anomaly Committee of Department of Posts


MEETING ON ALLOWANCES

A meeting on Department of Posts specific allowances was held with the Committee on allowances under chairmanship of Secretary Finance and secretary Expenditure. From Department of Post, Secretary (Post), Member (Personal), DDG (Personal), DDG (Estates) , DDG(Estt. & SR), Director Estt. attended the meeting. From Staff Side Com. R.N. Parashar, Secretary General NFPE,Shri Theagarajan, Secretary General FNPO & Shri S.K. Mishra , Secretary General, BPEF, participated in the  meeting. Many other officers of DOP&T, Finance, Health Ministries also participated.                                                             

Three meetings were held with Department and Administration and Unions after discussing threadbare came to conclusion and accordingly presentation was prepared which was presented before the Committee. Secretary (Finance) shown much interest and he asked so many questions and raised queries on each allowance and asked the Department to submit a report on financial implications.

The meeting was concluded in a very co-ordial manner and hope for positive outcome. On the following allowances we submitted our proposal which is mentioned below:

Fixed Monetary Compensation to Postman:

Proposal: Not to abolish the allowance. It is proposed to grant Rs.300/- per day for additional full beat and Rs.150/-  per day for sharing of beat(half beat) and further proposed to increase by 25% every time when DA  reaches at    50%.(Department earlier proposed that allowance as Rs.200/- and Rs.100/-  but on the demand of Federations, now it is proposed  same as Rs.300/- and   Rs.150/-.

Special Allowance to PO & RMS Accountants:

Proposal: The allowance is required to be continued as this special allowance has been sanctioned in lieu of higher pay scale. If abolished, one  increment is to be allowed on promotion which costs more to the Department.Therefore, it is proposed to grant special allowance equivalent to one     increment which will be kept separately and not to be added in the basic pay.Other conditions applicable to present allowance will remain in force. (i.e. if this allowance  is drawn for three  years it will be  added to basic pay while pay fixation on promotion.)

Cycle Allowance to Postman:

Proposal: Must be retained while doubling the amount to Rs.180 p.m. and further increase by 25% every time the DA increases by 50%.

Cash Handling and Treasury Allowance:

Proposal: The Cash Handling Allowance should be retained and need to be doubled and further increase by 25% every time the DA increases by 50%.

Fixed Medical Allowance:

Proposal: 33 Postal Dispensaries may be merged with CGHS.All Postal Pensioners irrespective of their participation in CGHS while in service should be covered under CGHS after making requisite subscription.Till such time, the FMA may be allowed @ Rs.2000/- per month enhancing from Rs.500/- p.m.  being paid at present.

Headquarter Allowance:

Proposal: Proposes to retain the Headquarters Allowance at the uniform rate of 10% of the basic pay subject to ceiling of Rs.9000/- per month.

Overtime Allowance:

 Proposal: Department recommends to grant additional duty allowance in lieu of OTA in operative offices only  for performing additional duty of absentee official.

It is proposed  Rs. 100/- per hour maximum of three  hours in a day and further  increase by 25% every time the DA increases by 50%.


Besides these DOP demanded S.B.Allowance and Supervisory allowance to be continued and enhanced proportionately.

7th CPC HRA – Allowance Committee Meeting Proposal for House Rent Allowance

Sources said that the Allowance Committee Meeting has finalized a proposal on HRA. It will be finalized in the Meeting held on 25th October 2016. It is said that the proposed Meeting under the Chairmanship of DOPT Secretary (P) with the Secretary Staff Side, NC (JCM) is to firm up the view on various allowances pertaining to Department of Personnel & Training.

This Meeting is conducted as per the decision of Allowance Committee Meeting held on 1-9-2016. The meeting to finalize the allowances pertaining to DOPT has been scheduled to be held on 25th October 2016.

The Reliable Sources said that the Official Side are in the view of increasing HRA by 1 Stage to reach 30% , 20% and 10% .

The pay Commission recommended HRA at the rates initially from 24%, 16%, and 8 % and whenever DA reaches 50% it will be increased to 27%, 18% and 9% and Finally after DA reaches 100% the HRA will be revised to 30% , 20% and 10% for X,Y and Z cities respectively.

The NCJCM has demanded in its Memorandum submitted to the 7th Pay Commission that 60%, 40% and 20% HRA to be recommended for X,Y and Z cities.

The Pay Commission totally ignored this demand and recommended reduction of rates from Sixth CPC. Since it is Co related with DA , it will be increased after two stages to 30%, 20% and 10% after DA reaches 50% and 100%.

The sources said that now it is proposed to start the HRA rates initially from 27%, 18% and 9% and after DA reaches 50% the House Rent Allowance will be revised to 30%, 20% and 10% for X,Y and Z cities respectively.

7th Pay Commission: Enhanced incentives proposed for Central govt staff acquiring higher qualification

IN ITS REPORT, THE 7TH PAY COMMISSION PROPOSES HUGE INCREASE FOR CENTRAL GOVERNMENT EMPLOYEES TO OBTAIN HIGHER QUALIFICATIONS.

The 7th Central Pay Commission (CPC) may have recommended abolition of 51 allowances, and subsuming 37 others after examining 196 allowances. The final decision however rests with the Centre. While this may cause concern among Central government employees, there are some surprises in store for them.

CPC has not only accepted the demand for retaining some of the allowances, but has also enhanced the amount in its recommendations.

For instance, incentives paid to Central government employees for acquiring higher qualifications. The CPC has proposed a steep hike to staff from the amount currently payable — ranging from Rs 2,000 to Rs 10,000, subject to caveats and existing norms governing such payments.

"The Commission appreciates the need to encourage acquiring of higher qualifications. At the same time, it is important that the knowledge so acquired is directly relevant to the scope of the employee's occupation," it said in its voluminous report submitted to the Indian government on November 19, 2015.

However, the CPC refused to bring the incentives on par with those payable to defence personnel, saying it was not feasible "in view of the different service conditions, mode of recruitment and other factors."

7th Pay Commission: Expert committee on allowances may retain hike proposed by panel

If a portal dedicated to Indian bureaucrats is to be believed, the Narendra Modi government may end up accepting the recommendations of the 7th Central Pay Commission (CPC) on allowances, just as it did on salary component. 

The government had referred the proposals on raising allowances to an expert panel headed by finance secretary Ashok Lavasa in June and had given a deadline of four months to finalise a decision. 

The 7th CPC had recommended 16 per cent hike in salary payable with retrospective effect from January 1, 2016 and two rates of increase in allowances — 138.71 per cent for house rent allowance and 49.79 per cent for other allowances in its November 2015 report. 

The latter portion was referred to the expert panel by the Union Cabinet in June, while taking a decision on the 7th CPC report. 

The Sen Times, quoting a finance ministry official, said that the expert committee is likely to retain the hike proposed by the 7th CPC. 

"The committee on allowances is likely to stick with the 7th Pay Commission's recommendations on allowances," the official confirmed to The Sen Times. 

Central government employees "could get the higher allowances from their October or November salaries," the portal added. 

The additional amount on account of hike in HRA and other allowances is about Rs 29,300 crore (Rs 17,200 crore + Rs 12,100 crore) during the current fiscal, as estimated by the 7th CPC. 

In its report, the pay commission had recommended abolition of 51 allowances and subsuming 37 others after examining 196 allowances. 

The recommendations of the 7th CPC cover 47 lakh Central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces. 

The overall financial impact on account of hike in pensions was estimated at more than Rs 30,000 crore. 

"Based on the current trend, the total expenditure on pension during the year 2016-17, without factoring in the recommendations being made by this Commission, is expected to be Rs 1,42,600 crore," the report said. 

"After implementation of the recommendations of the VII CPC, this is likely to rise to Rs 1,76,300 crore, reflecting an increase of about Rs 33,700 crore (23.63 per cent)," it added.
