POSTING OF PPF/SSA Intersol deposits by PM at HO
Sir/Madam,
I am directed by competent authority to convey the following.
Implementation
of 25,000 intersol limit
Cheques
accepted for subsequent deposits in Sub Office PPF / SSA accounts are
lodged at HO in 0017 account of HO and posting is carried out at HOs after
clearance, to facilitate posting, as per SB order 5
of 2016 intersol limit has been configured as 1.5 lakhs
on 07/01/2017 as a temporary solution. Now Patch is deployed for
implementing intersol limits from today.
POs
are instructed to follow the below procedure for posting high value PPF/SSA
deposits .
Postmaster
role users at HO are given access to CPDTM/CPWTM menus (for PPF/SSA accounts)
for posting the subsequent deposits through cheques of sub offices.
The
high value deposits for PPF/SSA will be done by Postmaster instead of PA
handling Cheque clearance.
Please
revert immediately in case of any issues.

Clarification regarding continuation of PRSS scheme without commission in DOP Finacle
As
per SB Order 9/2016 dated 23/09/2016, “commission under Pay Roll Savings Scheme
(PRSS) will be discontinued with effect from 01/10/2016”.
Postal
Staff working on RD counter is having doubt whether he/she can accept PRSS
lists from the agent portal or not ?
1)
The
answer to the above question is YES "he/she should accept the PRSS lists
which are prepared in the agent portal and post them using the same procedure
laid down in DOP Finacle"
2) PRSS
Group leaders can prepare BULK LIST in Agent Portal using their regular login,
submit their list along with amount to POs.
3) Finacle
will allow acceptance and posting of PRSS bulk list. But no commission will be
generated for the posted lists.
4) Those
PRSS group leaders who wish to continue to pay without commission can continue
to pay their bulk list.

Token Dispenser Machine for effective queue management in savings bank operations in Ghaziabad HPO
In Ghaziabad Head Post Office a Token Dispenser Machine has been put in place for effective queue management in savings bank operations which functions on five counters in this office.
Customers take a token from the Dispenser when they first come and then patiently wait (a good seating arrangement is also provided for the same) for their given token number to be displayed on LED screens placed on counters.
This is a welcome initiative in effective customer management on the counters.
RBI may soon allow interoperability of India Post's payment bank ATMs
India Post, the world's largest mail delivery network, is carving out a separate vertical to manage banking services, a move that will help it win RBI nod for interoperability of its ATMs with those of PSU banks.
India Posts, which had last year won a licence to operate a payment bank, has not been able to move much on starting operations.
"We wanted interoperability of the ATMs of Post Offices with other banks. RBI said we can allow it only if Post offices create a separate bank vertical because RBI has jurisdiction over only banks. The Postal department has taken a positive approach and created a separate vertical," a finance ministry official said.
The vertical will be based out of Bengaluru.
Interoperability will allow individuals to transfer money from their Post Office account to their accounts in any bank. Besides, the Post Office ATMs can be used for withdrawal of money from the bank accounts.
The official, further, said the vertical will be created to operationalise the Post Bank licence and ultimately it would get merged suitably with the Post Bank.
DoP has 28,000 departmental post offices and 1.50 lakh rural post offices across the country.
The Postal Department is proactively setting up ATMs and micro ATMs in its rural post offices so as to tap its wide network for financial inclusion.
"RBI said this separate vertical of the Postal department is open for banking regulation. The RBI is favourably considering the option to provide interoperability," the official said.
"This will help in moving towards a less cash economy. Post Office has its branches even in the remotest areas where banking mitras or business correspondents cannot reach. Interoperability will allow leveraging the reach of Postal department," the official added.
With the formal structure of Post Bank likely to take around a year and half, the government wants to kick start its operations in parts by first putting into use the ATMs of Post Offices.
India Post plans to roll out 10,000 ATMs and 20,000 micro ATMs across the country by the end of this year.
India Post payments bank will primarily target unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services.
The Union Cabinet last month cleared a proposal to set up India Post payments bank with a corpus of Rs 800 crore.
Payments banks can accept deposits (initially up to Rs 1 lakh per individual), offer Internet banking, facilitate money transfers and sell insurance and mutual funds by piggy-backing on existing retail or other networks. Besides, they can issue ATM/debit cards, but not credit cards.
The Postal payments bank, which will be run by Chief Executive Officer, will be professionally managed and there will be a officials from Department of Posts, Department of Expenditure and Department of Economic Services etc on its board.

Opening a postal bank account just a phone call away
NEW DELHI: Opening a postal bank account is just one phone call away and if you are a pensioner, the money will reach at your door step through your friendly postman. These are a few of the many customer friendly initiatives approved last week by the Postal Board.
Aimed at making postal banking a major commercial success, the board has identified a number of touch points that required ease of customer interface. Customers will soon be able to drop cheques in those forgotten red post boxes, to deposits money in their postal account. In order to open postal bank accounts, all a person has to do is call a number that will be announced soon. This call will be diverted to the local postman of the area. The postman will speak to the called number that will be displayed on his smartphone/tab, (to be soon issued to all post man) and fix an appointment to visit the caller.
He will take pictures of the necessary documents on his smart phone/tab and get it processed at the postal bank. Union Minister for Communications, Information Technology and Post Ravi Shankar Prasad has received the decisions taken by the board and is understood to have approved them.
The major support that postmen will offer is to the more than 5.5 million pensioners in India, who will soon get the benefit of receiving pensions at their door steps, delivered by their postman. “We have a target to launch these services before March 2017,” sources in the Department of Post said.
Among other benefits to customers include Core Banking Systems at all the places of historical, cultural and tourist importance, as well as all state capital cities. Which means that all the facilities that are available at major postal offices will be available to them The core banking system at all major post offices are in advanced stages of connecting to CBS.
New roles galore
The postman will also act as a mini ATM, to help the old and infirm to deposit and withdraw money
Postmen will carry hand held card swipe machines that will accept deposits and also withdraw money, if a prior request is made
The Department of Port is aiming at a launch date before March 2017
5.5 million pensioners will get the benefit of receiving pensions at the doorstep, delivered by postmen.
Postal customers can use bank ATMs soon
India Post savings bank account holders will be able to withdraw money from any public or private bank ATMs soon with ATM cards issued by the department as the Centre has cleared the proposal for the setting up of the country’s largest Post Bank of India.
Currently, people with accounts in the Postal Department can use India Post ATMs from anywhere in the country, Senior Superintendent of Posts P. Vishwanatham told The Hindu after launching an India Post ATM here.
Equipped with a wide network of core banking solution (CBS) branches, India Post had bagged the licence for starting a payments Bank. Efforts were being made to link up its ATMs with those of the commercial banks and the same would materialise in a year’s time to enable withdrawal of cash by India Post savings bank account holders from other bank ATMs too without any hassles, said its Head Postmaster here P.Venkateswara Rao after issuing ATM cards to 700 account holders here.
Pensioners and other savings bank account holders, including Monthly Income Scheme (MIS) account holders with the postal department need not hence-forth wait in long queues for withdrawal of cash. They could withdraw up to a maximum of Rs.10,000 at a time from any other ATM of India Post with the ATM card issued to them, Mr. Rao said and added India Post geared up to provide a host of financial services through its network of post offices in the coming years.
ATMs would be set up in all head post offices to start with, they said ahead of the launch of ATMs in Chirala and Addanki in Prakasam district.
The facility would be extended to all sub-post offices and latter to other post offices at the grassroots level in phased manner, they said. The department planned to set up one ATM in every post office in the country over a period to take banking services to rural areas, they added.
Verification of Transactions in CBS Post Offices

Subject: Verification of Transactions in CBS Post Offices.
Respected Sir/Madam,
I am directed to inform that it has been observed by Infosys Team from the backend that Supervisors of CBS Post Offices are not verifying transactions on regular basis which is resulting in pilling up of transactions for verification at the closing hours. This is also resulting in delay is starting and completion of End of Day operations.
It is requested that instructions may be issued to all CBS Post Offices that every Supervisor to regularly verify transactions and should visit all Transaction Verification menus after every 30 minutes to see any pending transaction for verification. This should be strictly followed. Supervisors are also bound to verify all non financial modifications and it is observed that hundreds of such modifications are pending for verification. This is resulting in non picking up of such accounts by interest batches and customers are complaining that interest is not generated for his/her account. This should also be ensured that Supervisors should verify all non financial modifications and account opening regularly.
It is also observed that some post offices start BO transaction posting very late resulting in delay in starting of EOD. It is requested that transactions of BOs should be either completed by 4.30 PM or should be posted on the next day.
