Vacancies not calculated for LDCE for the promotion to the cadre of PS Gr. B

It is learnt from reliable source that the vacancies meant for promotion to PS Gr. B cadre through LDCE for the year 2013, 2014 and 2015 are lying vacant due to delay in conducting of LDCE. The exact vacancy position (year wise) is yet not calculated by Directorate. 

It is further learnt that the vacancy (25%) is calculated and approved as and when notification of LDCE is out by DE section of the Directorate. 

The vacancy position meant for DPC quota (75%) for the year 2016-17 is also said to be not calculated.

Seventh Pay Commission: MoS assures consideration on proposal of minimum salary

New Delhi : Bharatiya Mazdoor Sangh (BMS), the labour wing of BJP met Jitendra Prasad, Union Minister of State for Personnel, Public Grievances, and Pension to express their concerns about the Seventh Pay Commission. 

The BMS, the largest central trade union organization in India, sought an increase in the Multiplication Factor and changes in the HRA in a recently held meeting. MoS also assured them to consider the proposal of minimum pay of Rs24,000. 
The 7th CPC under AK Mathur had proposed Multiplication Factor of 2.57 according to which the fitment of each employee in the new pay matrix is proposed to be done by multiplying his or her basic pay on the date of implementation by a factor of 2.57.

 "We are expecting the notification for implementation of the 7th Pay Commission in the last week of June, and pay out to begin in July", said Pawan Kumar, Regional Organizing Secretary of BMS. According to earlier reports, the much awaited Seventh Pay Commission is likely to propose a simpler pay structure for its employees. Likely to be implemented from June-July may not face tough time in the cabinet next month.

7th Pay Commission: Cabinet likely to approve salary hike by June-end

New Delhi: Come July and the central government employees might see a hefty rise in their salary owing to implementation of the recommendations made by 7th Pay Commission.
As per news report Finance Ministry is all set to seek cabinet nod for implementation of the pay commission’s recommendation by June-end.
Furthermore, the secretaries group is ready with its review on 7th Pay Commission. But it will submit its report once the elections get over.
It may be recalled that the government had set up a high-powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.
Reports say that the secretaries group has recommended between Rs 2,70,000 and Rs 21,000 hike for the higher and the lower level. This is twenty thousand more in the upper limit prescribed by the 7th CPC and three thousand more in the lower level set by the commission.

RBI to issue Rs 1,000 banknotes with inset letter 'R'

The Reserve Bank will shortly issue banknotes of Rs 1,000 denominations with inset letter 'R' in both the number panels. 

The banknotes will also have on the obverse, all the other security features, including ascending size of numerals, bleed lines and enlarged identification mark, RBI said in a release. 

The banknotes bearing signature of RBI Governor Raghuram G Rajan, will also have the year of printing '2016' printed on the reverse, it added. 

"The design of these banknotes to be issued now is similar in all respects to the Rs 1000 banknotes in Mahatma Gandhi Series - 2005 issued earlier", it said further.

All the banknotes in the denomination of Rs 1000 issued by RBI in the past, including Rs 1000 denomination banknotes with ascending size of numerals in the number panels but without bleed lines and enlarged identification mark, will continue to be legal tender, said the RBI release.

Government assures modernisation of Postal Services

The faceless Postman -- once portrayed poetically by Rabindranath Tagore -- and the need to revamp the Postal Services in the country figured prominently during question hour in the Lok Sabha on Wednesday.

Answering supplementary questions from members, Telecom Minister Ravi Shankar Prasad, who holds charge of the Department of Posts, said efforts are on "to make use of the vast network of postal platform all over the country for better growth and financial inclusion".

He said at the directive of Prime Minister Narendra Modi , the government is working hard to reinforce the infrastructure, connectivity and modernisation programme of the postal services and substantial progress has been made since 2014.

"Nearly 21,000-plus branches (of post offices) have been given core banking solution in only two years. It was only 230 in 2014. I am not saying that everything has been done," he said, adding that his ministry will also give "hand-held device to all postmen across India by March 2017".

Raising supplementaries, Trinamool Congress member Pratima Mondal recalled Nobel laureate Tagore's famous short story where the chief protagonist is a postman and also the film of maestro Satyajit Ray.
"We have noticed the importance of post office in village life. At the same time we have noticed the indescribable condition of rural post offices. We are in 2016, but no remarkable development has taken place in the infrastructure of post offices," she said.

Congress member Jyotiraditya Scindia recalled how during the previous UPA regime steps were taken to provide allowances to postmen for maintaining their shoes, dress, etc.

Prasad said during his visits to the rural areas, he discovered that even though writing of letters has decreased due to advancement of technology, the growth of e-commerce has again reinforced the importance of delivery men employed by the private companies.

Prasad said computerisation of post office branches in villages and small towns has enhanced the prestige of postal staff.

Bharatiya Janata Party member S.S. Ahluwalia asked the telecom minister to initiate action against a television commercial that shows postmen showing respect to the rich and hurling insults at the poor.

Prasad said he has seen the advertisement and would bring it to the notice of Information and Broadcasting Minister Arun Jaitley as television advertisements come under the domain of the I&B ministry.

India Post Opens New Possibilities through Same Day Delivery (SDD)




Department of Post is going to start 'Same Day Delivery' (SDD) facility for articles booked under premium products viz. Speed Post, Express Parcel and Business Parcel all over India

2.     Success of premium products and services in the market is dependent on delivery efficiency and speed. Presently, there is a felt demand from all the eCommerce players and customers for having a time specific, especially same day, delivery of the consignments by Department of Posts and collection of charges for same day delivery


3.     The following guidelines may be kept in view while introducing this "value addition" for same day delivery:

a.      Service will be offered by the Circles as 'Circle Business Package' within their jurisdiction as per decision of the Head of Circles in consultation with their IFA at the rates prescribed by the Circle for 'Same Day Delivery' of all class of articles i.e. Speed Post, Express Parcel & Business Parcel (both for COD and non COD) within the prescribed maximum weight.

b.      The powers may also be deligated to the Regional PMG's and their IFA, in case the HoC feels that there is a potential market for this value added services in the Regions.

c.      Articles delivered on the day of receipt itself (before cut off time) will come under purview of 'Same Day Delivery'. Further articles which have been received after cut off time and delivered on next day will also come under purview of same day delivery and accordingly charges of 'Same Day Delivery' will be levied on same if customer has opted for 'Same Day Delivery' facility.

d.      Early morning/late evening/Sunday/holidays deliveries are also expected to be done, as this is an area where maximum business may be generated. Circles/ Regions will also fix the last cut off time of the date till which articles will be delivered under 'Same Day Delivery' facility and will Inform customers accordingly to avoid dispute at later stage.

e.      Head of Circles are empowered to designate any Post Office or Post Offices for accepting these articles. The service can also be offered from any other touch point of Department viz. RMS, BPC, Bulk Booking Centres, NSH, Parcel Hubs, Extension Counters etc. as identified by the Circles and Regions from time to time.

f.      Circles/Regions would fix the charges judiciously taking into consideration all aspects of extra expenditure including outsourcing and hiring of vehicles etc and in such a manner that frequent change of rates are not resorted which may arise if more delivery zones are added or existing one is deleted.

g.      Circles/ Regions will identify the PIN Codes or cluster of delivery areas for which this service can be given within the given time frame i.e. D +0 from an identified locations.

h.      Circles/ Regions will also fix a minimum and maximum threshold of the number of articles that can be booked by a bulk/walk in customer per day at an identified office considering the capacity of the centre and arrangements available to ensure same day delivery.

i.       Circles/ Regions will also fix the cut off time for bookings taking into account the delivery areas. Different post offices/booking locations may have different cut off times as per operational requirements.

j.      In case multiple PIN codes are served from acceptance point for Same Day delivery purpose, Circles will put 'Nodal Delivery' system into place. Articles meant for 'Same Day Delivery' will not be routed through NSH or any other hub and will not be sent from one Post Office to another Post Office.

k.      Wherever possible, Bulk Booking Centres only may be identified as Nodal delivery Centres considering the operational feasibility.

l.       In metro/ other major cities where more than one nodal delivery center is identified for 'Same Day Delivery' purpose considering the volume and area served direct bags may be closed from one nodal delivery center to other nodal delivery center by preparing dispatch list/ manifest for same. In such a case articles will be booked by nodal delivery center which has received the articles. MB Division and CEPT Mysore will arrange for necessary system software changes to meet the requirements of Same Day Delivery.

m.     In cases where articles have to be delivered by office of acceptance itself, there should be mandatory scans of booking and delivery of the articles. In cases where articles are required to be sent to other Nodal Delivery Centres to affect
'Same Day Delivery',four scans are mandatory viz. booking scan, article dispatched, article received and delivery scan.

n.      Articles booked by the cut off time have to be delivered the same day unless the customer clearly specifies that the article can be delivered to him the next day within a fixed time, after which the article would be returned back to the sender with appropriate remarks. No ex tra charges are to be taken for this extended delivery period.

o.      Use of mobile phones, sms, emails or any other technological aid etc need to be actively encouraged to ensure timely delivery and this cost would also need to be factored into the overall cost of the delivery.

p.      In case of non-adherence of norms or the article not being delivered within the parameters of 'Same Day Delivery', unless otherwise specified by the recipient, the 'value addition' so charged would need to be reimbursed. The reimbursement of the same is to be done by cheque/ECS/ adjustment in bills depending upon the agreement so made within a period of seven working days from the date of booking.

q.      Necessary visual/written indications need to be made on the article to its same day delivery status.

r.      Regular bar codes as are being used now are to be affixed on the articles so that they are part of the technology eco system of the Department.

s.      Inter-Regional service under this can be done only with the approval of the concerned HOC.

t.      This service will not form of the regular discount billing structure in vogue.

u.      In case of Inter Circle arrangements in this model, the Circles who want to do the same may send a detailed combined proposal to the BD & M Directorate for examination and approval.

v.      The amount realized for the value addition for this service may be booked under Business Post as per the existing guidelines for Business Post.

w.     Additional expenditure incurred in making special arrangements to ensure same day delivery may be met from the revenue generated limiting the expenditure in accordance with existing guidelines of Business Post and revenue accounted accordingly.

4.     'Same Day Delivery' is being proposed to be offered to customers on realization of extra charges for the assurance being made to them. Hence, it is very essential to focus on the quality of service being offered. Circles should ensure that 1 OG% articles are delivered on the day of handing over and no articles are accepted for 'Same Day Delivery' after cut-off time [unless customer specifies) to avoid dispute and complaints at a later stage. Further this facility should be offered with a view to increase the traffic and parcel revenue and should not adversely impact the existing business.

 5.     Same day delivery facility, in the proposed form, will be reviewed after a period of 6 months w.e.f. 01.05.2016 and Circles will send a report on the impact of this facility before 31st October 2016 to facilitate this office to examine the matter further.

Declaration of Assets & Liabilities in the new ITR forms

Central Board of Direct Taxes (CBDT) have released new income-tax return formswith mandatory provisions of declaring Assets & Liabilities (A&L) such as cars, jewellery yacht, aircrafts, shares, properties, etc. Prior to Assessment Year (A.Y.) 2015-16, the Asset –Liability Schedule (AL schedule) was applicable to filers of ITR 3 and 4, whose total income for the previous year exceeded Rs.25 lakh. The Wealth-tax Act primarily captured the information regarding assets of specified taxpayers. With a view to reduce compliance burden, the Wealth-tax Act was made inapplicable from A.Y.2016-17 with the stipulation that the information regarding assets forming part of the wealth-tax return will be captured in the Income-tax returns. Accordingly, the ITR forms for A.Y. 2016-17 have been rationalised by making the Schedule AL applicable to individuals and Hindu undivided family (HUFs) whose total income for the previous year 2015-16 exceeds Rs.50 lakh. The objective of AL schedule is to capture details of assets and liabilities and not the net worth.

This was stated by Shri Jayant Sinha, Minister of State in the Ministry of Finance in written reply to a question in Rajya Sabha today.

7th pay commission: Central govt employees to get single-tier pay band

New Delhi: With the delay in implementation of 7th pay commission, every day the media gets abuzz with some information on its recommendation and on the various ways in which it can benefit crores of Central government employees.
Fresh in the buzz is that the review committee, which was set up to study the recommendations of the 7th pay commission is likely to propose a simpler pay structure.

This will make the pay band more understandable. As per media reports the review committee has suggested that the new pay structure be a single-tier band, where the component of the salary will not be made up in two parts as is the practice — one is the pay band and the other being the additional grade pay.

The government had set up the high-powered panel headed by Cabinet 
Secretary P K Sinha to process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.

The government has earlier stated that implementation of new pay scales recommended by the 7th Pay Commission is estimated to put an additional burden of Rs 1.02 lakh crore, or 0.7 percent of GDP, on the exchequer in 2016-17.
