Sub: Clarification on booking of tickets from an agency other than the authorized travel agents by non-entitled officers/staff.

References are being received in this HQrs office seeking clarification on regulating of LTC claims in respect of officials who are not entitled to travel by air but carry out the journey by air (Air India/Pvt airlines) on LTC etc. due to unavoidable or other circumstances. Clarifications are also being sought as to whether a non-entitled officer should compulsorily book their air tickets from the authorized agents viz. M/S Barmer & Lawrie & M/S Ashoka Travels etc. as brought out in this HQrs office important circular of even number dated 16/09/2010 and 24/8/2011.

2. In this connection attention is invited to this HQrs office letter No.AN/XIV/14162/VI CPC/Circular/Vol.III dated 12/3/2010, forwarding a copy of Govt of India, DoP&T OM No.31011/2/2006-Estt.(A) dated 11th March 2010 on the above subject. It has been clarified by D0P&T that "restriction of travel by Air India only need not apply to non- entitled officials concerned who travel by air and claim LTC reimbursement by entitled class of rail."

3. Accordingly, it is clarified that the restriction as laid down by the Govt to travel only by Air India and booking of tickets compulsorily through web site of Air India/M/S Barrner & Lawrie/M/S Ashoka Travels is applicable only for officers who are entitled to travel by air and whose cost of air passage is borne by the Govt. It is however, further clarified that in the event of non-entitled officials travelling on LTC by air (Air India/Pvt. Airlines for J&K) while availing special concessions for J&K/NER, the booking of tickets/travel has to be done as per the extant orders on the subject.

Perhaps it is very early to calculate the status of additional Dearness allowance from January, 2012 for Central Government employees and Pensioners, before releasing the AICPIN for the balance of three months i.e.October, November and December. Enquiries are being poured as comments and received emails to our inbox about the expected DA from Jan, 2012. We can assume that the AICPIN will certainly go up, because of the essential commodities prices are going high with non stop. Anyway we can assume the additional Dearness allowance from January 2012 will be minimum 7%. The existing Dearness allowance is 58%, it will become as 58% + 7% = 65%.

Scheme for Engagement of GDS on Compassionate grounds-Merit points and Revised selection procedure





Copy of D.G. Posts letter no No. 17-17/2000-GDS dated 9 March 2012 on the above subject matter is reproduced below.



A reference is invited in this Directorate letters of even number dated 14 December 2010 and 01 August 2011 vide which the scheme for engagement of GDS on compassionate grounds with merit points & procedure for selection as modified was circulated and made effective for all the compassionate engagement cases to be considered on or after 01.01.2011.

2. The scheme has recently been reviewed in this Directorate and in partial modification in the existing provisions of the Scheme, the following provisions are hereby ordered to be substituted with the approval of the competent authority:

(a) The attribute of assessing indigence appearing at Serial 7 - Educational Qualification of Applicant on Page 3 of this Directorate letter No. 17-17/2010-GDSdated 14.12.2010 is deleted.

(b) The attribute of assessing indigence appearing at Serial 2 - Outstanding liabilities for Education/Marriage of dependent children on Page-2 of this Directorate letter No. 17-17/2010-GDS dated 14.12.2010 is substituted as under:

(c) The attribute of assessing indigence appearing at Ser 6-Discharge Benefits i.e Ex-gratia gratuity ,Severance Amount, Service Discharge benefits under NPS Lite and Group Insurance Benefits received by family on Page 3 of this Directorate letter No. 17-17/2010-GDS dated 14.12.2010 is substituted as under:

(d) The word “Proposed” appearing under Criteria 1, 3, 5 & 6 on page 2 & 3 of this Directorate letter No. 17-17/2010-GDS dated 14.12.2010 may be taken as deleted.

(e) Apart from the above cases where the wife of the deceased GDS has applied for compassionate engagement for her, she shall get 15 additional points as grace points. This is the line with the general principle that the widow needs to be give preference for compassionate engagement. Such grace points shall not be permissible in the widower applicant.

3. All other provisions contained in the Scheme dated 14.12.2010 as further modified under letter of even number dated 01.08.2011 shall continue to apply as already prescribed and all compassionate engagement shall be approved with in the ambit of the prescribed Scheme only. It is reiterated that the existing criteria of 50 Points and above for adjudging hard and deserving cases stands.

4. The above changes shall take effect from the date of application of the original Scheme. All cases which were considered & rejected by the CRC based on the earlier provisions of the new Scheme may be reconsidered afresh based on application of the revised criteria within the time frame allowed under Para 7 (e) of the Directorate’s letter No. 17-17/2010-GDS dated 14.12.2010 as fresh cases subject to availability of vacancies in the division concerned in view of removal of ceiling of 10% already without further reference to this Directorate.

5. Pursuant to the provisions now revised where the widow now applies for the compassionate engagement following rejection of the case of one of her child case may also be taken as a fresh case to be considered as per the new Scheme as modified. Thus before the already rejected cases are reconsidered the widow may be given an option to be exercised in writing within one month of date of receipt of the communication to be issued by the Circle treating the application of her child as withdrawn & consideration of her application afresh to follow in due course . Where such as option is exercised, the already rejected application of her child may be considered and her fresh application may be got processed expeditiously.

Order for Granting one increment to the Central Government Employees

The order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012
Sources close to the DOP&T informed that the issue of granting one increment to the government servants, whose increment date falls between February 2006 and June 2006, has been forwarded to Finance Ministry for its approval. According to the sources, the Finance Ministry gave its approval to this proposal as agreed by the Government in the National Anomaly Committee.
The Federations representing National Anomaly Committee approached the Government to issue the order very soon, since the decision of granting one increment to the govt servants was taken in the National Anomaly Committee on 5th January 2012. It is believed that the federations were informed that due to the ongoing Elections for state assemblies in some states, issuing order is delayed. As per the Election Schedule the elections for state assemblies for 5 States are commenced on 28-1-2012, and the 6th phase of U.P and Goa State assembly elections will be completed by 03-03-2012. So, keeping in view of the above, we can expect that the order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012.
According to the decision which is agreed by government in National Anomaly Committee, the govt servants will be granted one increment in the pre revised 5 CPC scale on 01-01-2006, and then it will be multiplied by 1.86 and the pay in the Pay Band in the 6 CPC will be fixed accordingly.

            The 37th All India Conference of All India Association of Inspectors and Assistant Superintendents, Posts was held at Bangalore on 28th and 29th January 2012 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by All India Conference.

            “All India Conference resolved to urge the Department to clearly lay down role of Sub Divisional Head while handling loss and fraud cases which exceeds the limit of Rs. 20000/-. While monetary limits are fixed for various officers including DPS and PMG, the responsibility and role of SDIs is not clarified with guidelines which should be put in place.”

            It is therefore requested to kindly get the issue examined in the Directorate and arrange for issue of instructions to all concerned for information, guidance and necessary action.

            The 37th All India Conference of All India Association of Inspectors and Assistant Superintendents, Posts was held at Bangalore on 28th and 29th January 2012 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by All India Conference.

            “All India Conference resolved to urge the Department to provide a separate establishment at divisional level for carrying out works related to PLI /RPLI consequent upon decentralization of the same. The works related to verification of policies and sanctioning claims to be got verified by a separate Accounts Officer or Divisional Accountant rather than the ASP (HQ). The Association also resolved to request the department to issue clear cut orders with respect to payment of incentives and to clear all the pending incentive bills of IPs/ASPs at the earliest”.

            It is therefore requested to kindly take appropriate action in respect of above resolution at the earliest.

            We hope that necessary instructions will be issued to all Circles in this regard.

            The 37th All India Conference of All India Association of Inspectors and Assistant Superintendents, Posts was held at Bangalore on 28th and 29th January 2012 and the following two resolutions regarding Article 38 and 44 have been unanimously passed by the All India Conference.
Existing Article 38 :
Subscription : The annual subscription shall be Rs. 360/- per member, payable monthly through check off system by deductions from the salaries by Drawing and Disbursing Officers (DDOs) @ Rs. 30/- per month. However in case of new members or the members whose subscription is not deducted from salaries by the DDOs for any reason, the subscriptions of such members will be collected by the authorized Circle Branch office bearer/Treasurer through receipt to be issued for any such amount. The 40% of the subscription will be remitted to CHQ and the remaining 60% to Circle Branch.
Revised Article 38 :
Subscription : The annual subscription shall be Rs. 600/- per member, payable monthly through check off system by deductions from the salaries by Drawing and Disbursing Officers (DDOs) @ Rs. 50/- per month. However in case of new members or the members whose subscription is not deducted from salaries by the DDOs for any reason, the subscriptions of such members will be collected by the authorized Circle Branch office bearer/Treasurer through receipt to be issued for any such amount. The 40% of the subscription will be remitted to CHQ and the remaining 60% to Circle Branch.

Circle Conference :
The Circle Conference shall be the supreme deliberative and legislative body of the Circle Association, it shall among others have following specific powers:
(a)  To elect the following office-bearers:

(i)           President                               (v) Organising Secretary – 4
(ii)          Vice President -2                   (vi) Treasurer
(iii)        Circle Secretary                      (vii) Assistant Treasurer
(iv)         Assistant Circle Secretary-3
Note : 1            The election of office-bearers at items (i) to (vii) above shall be by secret
                        ballot, if so demanded even by a single member.

Note : 2            If the Circle Conference of a particular Circle desires to have more  Organising Secretary they may be so elected.

(b)  To appoint the auditor from among the members.
(c)  To elect the members of the Circle Working Committee not exceeding twenty five.
(d)  To elect the delegates for the All India Conference.
(e)  To consider and adopt the annual report, accounts and budget estimates.
(f)   To adopt resolutions on problems of the members and to devise ways and means to implement the Center’s Policy and Directives.
