Grant of Honorarium to Inquiry Officers (IO)/Presenting Officers (PO) - Consolidated instructions regarding

Rate of honorarium to IOs/POs for departmental inquiries are : 

IOs (Serving) - Min. Rs 5000 & Max Rs. 10,000.

POs (Serving) - Min Rs. 5000 & Max - Rs. 10,000. 

These rates are applicable with effective from 31/07/2012 and applicable to the inquiries in progress also. The payment is subject to terms and conditions laid down.

The number of disciplinary cases is to be restricted to 10 in a year and not more than 2 at a time.

The honorarium payable to IO/Presenting Officer for conducting inquiry in departmental proceedings would be outside the purview of the general delegation under FR 46 B, which limits the maximum amount payable as honorarium to an individual in a financial year to Rs. 5,000/-

G-Mail to be stopped w.e.f. 01.09.2016 in India Post domain

This is regarding regularizing email communications between various levels in the Indiapost VPN network. Towards implementation of the Technology Policy, the following email policy is proposed to be adopted, from 1st September 2016.

Email from India post email ID to all other emails are to be allowed in the Indiapost VPN Network

Emails from any other emails to India post mail ID is to be allowed

Emails of all other email service providers like Google, Yahoo, MSN, Hotmail etc will not be allowed to open in India post VPN Network

Email IDS have been provided to all offices in the country.

All official designations (Officers) up to Sub-Divisions have already been created and communicated

Email IDs to offices in 10 Circles, up to Single handed SPMs completed

Email IDs to all offices in Kerala, Rajasthan and Delhi circles would be circulated by 10th August 2016

Email IDs to all offices in Maharashtra, Gujarat, Tamil Nadu, Andhra Pradesh, Uttar Pradesh, West Bengal and Punjab Circle would be circulated by 15th August 2016.

Hence, all officials at all levels should be informed and educated to use India post email ID for all correspondences. The email communications between circles, regions, divisions and post offices including the system administrators should be strictly implemented to use India post mail IDs alone.

This may kindly be circulated to all concerned to prepare them for using Indiapost email, as access to all other mail services would be stopped from 1st September 2016 in our network.

OFFICE MEMORANDUM

Subject: Implementation of the recommendations of the 7th Pay Commission- Fixation of pay and Payment of arrears – instructions Regarding

The undersigned is directed to refer to the Government of India, Ministry of Finance, Department Of Expenditure’s Resolution No. 1-2/2016-IC dated 25/07/2016, bringing out the decisions of the Government On the recommendations of the 7th Central Pay Commission as well as the consequent promulgation of the Central Civil Services (Revised Pay) Rules, 2016, notified vide G.S.R NO. 721(E) dated 25th July, 2016 regarding fixation Of pay in the revised pay structure effective from 01.01.2016 and to say the provisions governing such fixation Of pay have been clearly enunciated in the said Rules.

2. Accordingly in pursuance of the CCS (RP) Rules, 2016, appropriate necessary action to fix the pay of the employees covered thereunder in the revised pay structure needs to be carried out forthwith in accordance with the provisions contained therein. In order to facilitate a smooth and systematic fixation of pay, a proforma for the purpose (Statement of Fixation of Pay) is enclosed at Annexure. The statement of fixation of pay in revised pay structure as per CCS (RP) Rules, 2016 be prepared in triplicate and one copy thereof be placed in the Service Book of the employee concerned and another copy made available to the concerned accounting authorities [Chief Controller Of Accounts/Controller Of Accounts/Accounts Officer] for post-check.

3. The revised pay structure effective from 01.012016 includes the Dearness Allowance of 125% sanctioned from 01.01 2016 in the pre-revised pay structure. Thus, Dearness Allowance in the revised pay structure shall be zero from 01.01.2016. The rate and the date of effect of the first installment of Dearness Allowance in the revised pay structure shall be as per the orders to be issued in this behalf in future.

4. The decision on the revised rates and the date of effect of all Allowances (other than Dearness Allowance), based on the recommendations of the 7th Central Pay Commission shall be notified subsequently and separately. Until then, all such Allowances shall continue to be reckoned and paid at the existing rates under the terms and conditions prevailing in the pre-revised pay structure as if the existing pay structure has not been revised under the CCS (RP) Rules, 2016 issued on 25.072016

5. The contributions under the Central Government Employees Group Insurance Scheme (CGEGIS) shall Continue to be applicable under the existing rates until further orders,

6. The existing system on interest free advances for medical treatment, Travelling Allowance for family Of deceased, Travelling Allowance on tour or transfer and Leave Travel Concession shall continue as hitherto.

7. The arrears as accruing on account Of revised pay consequent upon fixation Of pay under CCS Rules, 2016 with effect from 01.01.2016 shall be paid in cash in one installment along with the payment Of salary for the month Of August, 2016, after making necessary adjustment on account of GPF and NPS, as applicable, in view of the revised pay. DDOs/PAOs shall ensure that action is taken simultaneously in regard to Government’s contribution towards enhanced subscription.

8. With a view to expediting the authorization and disbursement of arrears, it has been decided that the arrear claims may be paid without pre-check Of the fixation of pay in the revised scales of pay, However, the facilities to disburse arrears without pre-check of fixation of pay will not be available in respect of those Government servants who have relinquished service on account of dismissal, resignation, discharge, retirement etc. after the date Of implementation of the Pay Commission’s recommendations but before the preparation and drawl Of the arrears claims, as well as in respect of those employees who had expired prior to exercising their option for the drawal of pay in the revised scales.

9. The requirement of pre-check of pay fixation having been dispensed with, it is not unlikely that the arrears due in some cases may be computed incorrectly leading to overpayments that might have to be recovered subsequently. Therefore, the Drawing & Disbursing Officers should make it clear to the employees under their administrative control, while disbursing the arrears; that the payments are being made subject to adjustment from amounts that may be due to them subsequently should any discrepancies be noticed later. For this purpose, an undertaking as prescribed as per a “Form of Option” under Rule 6(2) of the CCS(RP) Rules, 2016 shall be obtained in writing from every employee at the time of exercising option under Rule 6(1) thereof,

10. In authorizing the arrears, Income Tax as due may also be deducted and credited to Government in accordance with the instructions on the subject.

11. On receipt of the necessary options, action for drawal and disbursement Of arrears should be completed immediately.

Railways to close seven postal ticket reservation centres

SALEM, July 26, 2016 

Salem Railway Division has decided to close seven advance train ticket reservation centres (Postal PRS) functioning in the post offices in four districts coming under the division. 

A press release from the division on Wednesday said that these centres are located in post offices, but was falling below the minimum ticket booking norms of 25 tickets per day, fixed by the Railway Board. 

Hence, the railways has decided to close the centres functioning in post offices at Pallipalayam, Tiruchengode, Mallasamudram and Rasipuram (sorting) post office, all in Namakkal district, Aravakurichi post office in Karur district, Edappadi post office in Salem district and Uthangal (sorting) post office in Krishnagiri District. Hence, the release asked the public to take note of it and approach their nearest railway reservation offices or facilities for booking their train tickets in advance.

Deadline for govt employees to declare assets extended

New Delhi, Jul 28 (PTI) Central government employees and NGOs receiving government funds now need not declare their assets by the deadline of July 31 as Parliament today approved an amendment in the Lokpal Act to extend the timeline.

The amendment to Section 44 of the Lokpal Act was approved by voice vote by the Rajya Sabha today, a day after the Lok Sabha did the same.

While moving the bill to amend the Lokpal Act for consideration of the House, Minister of State for Personnel Jitendra Singh said it is an immediate necessity and the provision will be examined in detail by a Parliamentary Standing Committee which will possibly submit its report before next session of Parliament.

7th Pay Commission notification at a glance

New Delhi: In a bonanza for 4.8 million central government employees, the government on Monday issued notification and resolution for implementation of the 7th Pay Commission, which had given an overall hike 14.29 percent in basic pay.

Check out the followings to know the benefits and losses of Central government employees under 7th Pay Commission notification and resolution at a glance.

1. The government has notified a 2.57-time hike in basic pay

2. The minimum pay of central government employees with effect from January 1, 2016 will now be Rs 18,000 per month, from existing Rs 7,000 per month.

3. The highest level of Cabinet Secretary, the salary would hike up from Rs 90,000 a month to Rs 2.5 lakh.

4. The new pay structure has dropped the pay band and grade pay and okayed a new pay matrix.

5. A fitment factor of 2.57 will be applied across all levels in the pay matrices. After taking into account the DA at prevailing rate 125 per cent.

“With regard to fixation of pay of the employee in the new Pay Matrix as on 1st day of January, 2016, the existing pay (Pay in Pay Band plus Grade Pay) in the pre-revised structure as on 31st day of December, 2015 shall be multiplied by a factor of 2.57,” the notification said.

6. There shall be two dates for grant of annual increment, January 1 and July 1, every year instead of the existing July 1 only. However, the rate of annual increment has been retained at 3%.

7. Central government Employees will be entitled to only one annual increment on either of these two dates depending on the date of appointment, promotion or grant of financial up-gradation.

8. Central government Employees will get no new allowances (except Dearness Allowance) with their new pay structure as the cabinet referred the 7th Pay Commission recommendations relating to allowances to a committee headed by Finance Secretary.

The Committee will submit its report within a period of four months, till a final decision, all existing allowances to be paid as per the existing rates in existing pay structure.

9. Dearness Allowance after coming into force of the revised Pay structure shall undergo change accordingly and will be linked to the average index as on January 1, 2016.

10. The Modified Assured Career Progression (MACP) scheme will continue to be administered at 10, 20 and 30 years of service as before.

11. The benchmark for performance appraisal for MACP has been enhanced from Good to Very Good.

12. The annual increments will be withheld in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service.

13. Chiefs of regulatory bodies including SEBI and TRAI will now get a consolidated pay package of Rs 4.5 lakh per month, while their full-time members will get Rs 4 lakh each.

14. The arrears of hike in basic pay shall be paid during this financial year 2016-2017.

The Union Finance Minister Arun Jaitley said in in the Rajya Sabha during Budget session, “the financial impact of the 7th Pay Commission recommendations is less than that of the 6th Pay Commission.”

(a) the total number of Gramin Dak Sevaks proposed to be recruited in Jharkhand and in the country during the financial year 2016-17; 

(b) the action being taken against agents who are allegedly collecting large sums of money from people with the promise of facilitating appointments as Gramin Dak Sevaks in Jharkhand; and 

(c) the steps being taken to ensure a transparent and non-discretionary system of recruitment of Gramin Dak Sevaks?

(a) Circle-wise requisite information is attached as “Annexure-I”. However, 391 Gramin Dak Sevaks are proposed to be recruited in Jharkhand, and 31361 Gramin Dak Sevaks, in total, in the country during Financial Year 2016-2017. 

(b) As per the information received from office of Chief Postmaster General, Jharkhand Circle, Ranchi; “No such case has come to notice”. 

(c) Selection process is done through open notification duly following the provisions of Recruitment Rules for Gramin Dak Sevaks issued by the Directorate from time to time to ensure transparency and non-discretion in the process of recruitment of GDS.
