IP/ASP Association would like to invite your kind attention to its letter of even number dated 31/8/2016 vide which it was reported that most of the Director of Accounts (Postal) in the country has not drawn GP of Rs. 5400/- to the incumbents working on Sr. Postmaster post w. e. f. 1/1/2016.

In accordance with the recommendation of 7th Pay Commission and as accepted by the Govt. of India the pre-revised of Grade Pay of PS Group ‘B’ Officers has been revised from Rs.4800/ to Rs.5400/- in the pay scale of Rs.9300--34800 in PB-2 w.e.f. 01-01-2016.

It is pertinent to mention here that none of the officers presently working as Sr Postmasters were promoted in Sr Postmaster Cadre. Rather they were promoted in PS Group B Cadre. As such all the Group B officers presently working on the post of Sr. Postmasters are entitled to Grade Pay benefit of Rs. 5400/- in pre-revised scale w.e.f. 01.01.2016 and accordingly their pay fixture would be fixed in the revised matrix. There may be interpretation in understanding the meaning of the enhancement of GP of PS Gr. B from Rs. 4800/- to 5400/-. Sr. Postmaster cadre is also a PS Gr. B cadre like ADPS working in RO/CO and Dy. Directors working under Director GPOs.

It is therefore once again requested your kind honour to direct all the DAPs/GM Finances in the Department to allow to draw GP of Rs. 5400/- to Sr. Postmasters and allowances as appropriate to the grade pay from 01-01-2016.

Army to get revised salary from September onwards

Sources said that during the meeting with the chiefs, Manohar Parrikar told them that the government cares for the forces and all concerns raised by them will be addressed. 

Fourteen lakh army personnel will receive revised salaries, recommended by the 7th Central Pay Commission (CPC), September onwards. The three service chiefs have given the government more time to separately resolve "core pay anomalies" at a later date.

Government decides to shift the issue date of the Sovereign Gold Bonds 2016-17 Series-II from September 23, 2016 to September 30, 2016 in view of large number of applications being received by banks and post offices 


The Government of India in consultation with the Reserve Bank of India(RBI), had notified the issuance of Sovereign Gold Bonds, 2016-17 Series II vide Notification F.No.4(7)-W&M/2016 dated August 29, 2016. The tranche was open for subscription from September 01, 2016 to September 09, 2016. The bonds were to be issued on September 23, 2016. 


Large number of applications have been received by banks and post offices. To enable smooth uploading of applications into RBI’s E- Kuber system, particularly by the post offices, it has since been decided to shift the issue date of the Sovereign Gold Bonds from 23rd September,2016 to 30th September, 2016. 

All other terms and conditions of the above Notification remain unchanged.

RBI shifts issue date of Sovereign Gold Bond to Sept 30

MUMBAI: With over 2 lakh applications for the Sovereign Gold Bond, the Reserve Bank today shifted the issue date by a week to September 30 for "smooth" uploading of the subscriptions in its E-Kuber system. 

SGB, an alternative mode of investment to physical gold, was launched in November last year. 

"A large number of applications have been received by banks and post offices. To enable smooth uploading of applications into RBI's E-Kuber system, particularly by post offices, it has since been decided to shift the issue date of the Sovereign Gold Bond from September 23, 2016, to September 30, 2016," it said. 

Earlier in the day, the finance ministry said the amount realised through the fifth tranche of the SGB scheme is expected to cross Rs 820 crore. This was mobilised through over 2 lakh applications representing around 2.37 tonnes of gold. 

"These numbers are likely to go up further as the receiving offices are still in the process of uploading information of a huge rush of applications received on the last day," the ministry said in a statement. 

The fifth tranche of the bond was open to subscription from September 1 to September 9, 2016. The bonds were to be issued on September 23. 

The government will come up with more tranches in 2016-17 and the next tranche of SGB is expected around third week of October with additional features to attract more consumers. 

The aggressive marketing of the product by the government including through its receiving offices such as banks, post offices, NSE and BSE helped in eliciting such an encouraging response, the ministry said. 

The total subscription in first four tranches was Rs 2,239 crore corresponding to 7.85 tonnes of gold. 

SGB earns an interest rate of 2.75 per cent per annum, semi-annually payable on initial investment.

As we know that Directorate vide memo No. 9-14/2016-SPG dated 01.09.2016 has directed all circles to handover APARs of officers who are in ZoC for promotion to the cadre of PS Gr. B for the vacancies of 2016-17. 


A) As on date following circles are said to be handed over the APARs and required documents to Directorate. 

Haryana / Himachal Pradesh / Punjab / Uttar Pradesh / Gujarat / Delhi / Rajasthan / Madhya Pradesh / Odisha / Andhra Pradesh and Maharashtra. 

B) Following circles turn has not come so far to submit the documents: 

On 26/9/2016, Karnataka Circle and West Bengal Circle will submit their documents to Directorate and on 28/9/2016 Tamil Nadu Circles turn will come.

It is learnt that J&K and Bihar Circle has not submitted their officers APARs and documents on due date to Directorate.

Postal athletics tourney kicks off

LUDHIANA: The 31st All India Postal Athletics & Cycling Tournament-2016 kicked off atGuru Nanak Stadium on Wednesday. As many as 182 participants of 12 teams from different states, and Army Postal Services will participate in 36 events. 

Athletic events were organized at Guru Nanak Stadium, and cycling competition at the velodrome of Punjab Agricultural University. On the first day, in the 1,500-metre race for men, Vivek Kumar of Rajasthan came first, Umesh Kuvar of Gujarat second, and R Ramesh of Andhra Pradesh third. In the 1,500-metre race for women, Ritu Dinkar of Rajasthan, SR Desai of Karnataka, and Hanha Baria of Gujarat took the first, second, and third spots respectively. 

In long jump, Renu Bala of Odisha, G Lavanya of Tamil Nadu, and Manju Kumari of Rajasthan came first, second, and third respectively. In the 100-metre race for men, V Sanjay of Karnataka, Sajid NP of Kerala, and S Pandiyan of Tamil Nadu came first, second, and third respectively. In the 100-metre race for women, Renu Bala of Odisha, G Navanya of Tamil Nadu, and Disha Patel of Gujarat came first, second, and third respectively.

Government appoints 3 members to interest-rate setting panel

Government today named Indian Statistical Institute professor Chetan Ghate, Delhi School of Economics director Pami Dua and Ravindra H Dholakia of IIM- Ahmedabad as members on interest-rate setting Monetary Policy Committee

MPC, which will take over the job of setting interest rate, will have six members, with the government and the Reserve Bank of India (RBI) appointing three persons each. 

The Appointments Committee of the Cabinet (ACC) cleared the three eminent experts as members on the MPC for a period of four years, a government notice said. 

RBI nominees will include, governor, a deputy governor and one more person from the central bank.

Postal Dept to recruit 55,000 gramin dak sevaks

Hyderabad, September 16: 

The Departments of Posts plans to recruit around 55,000 Grameen Dak Sevaks through online mode in November, B.V Sudhakar, Secretary, Department of Posts, said.

Addressing a Press Conference here on Friday, Sudhakar informed that the software required for online recruitment is at the testing stage and the online method will ensure transparency in this recruitment.

In order to address the grievances of the postal customers, the National Service Call Centre - 1924 - was launched on September 12, 2016. Customers can call from any network to this number and they will be given a unique 11-digit ticket ID to check the status of their complaint. Nearly 98 per cent grievances and complaints were resolved, he said in a statement.

Post Payment Bank

Explaining about the Post Payment Bank, he said the focus will be on Government to customer services by providing services like Direct Benefits Transfer, which could also be helpful in the financial inclusion. There will be no lending to the customers and deposits can be made up to Rs 1 lakh.

Total 650 branches of post payment bank will be set up by May 2017 and nearly one lakh employees will work on this set up, he added.

Solar power

Sudhakar also informed to harness solar power, 4000 Postal buildings across country will utilize solar power in the coming days. To start with Postal Department headquarters at New Delhi will install Solar Power panels which can save up to Rs 17 lakh of monthly power bill.

The business across Postal services registered growth with 3.8% growth in unregistered postal traffic, 6% in registered posts, 7.3% in Speed Post, 6.8% in savings banks mobilization and 25% growth in Philately, during 2015-16 as against 2014-15, he said.

Postal Department achieved business of Rs 14, 900 crore as against planned target of Rs 14, 600 crore, he added.

Govt and defence forces lock horns on new salaries

The Defence Ministry issues separate notification on September 6 on Pay Commission recommendations, following which the three chiefs write to both the Prime Minister and Parrikar to hold the implementation in view of the “unresolved anomalies”

A confrontation between the government and the defence forces appears building up following Defence Minister Manohar Parrikar’s refusal to reconsider revision of the recommendations of the Seventh Central Pay Commission despite the written protest lodged by the chiefs of the three forces on September 9.

MGNREGA payment norms relaxed in Arunachal

As an interim arrangement, the Union Rural Development Ministry has relaxed norms for Arunachal Pradesh in regard to payment of wages and non-wages under the Mahatma Gandhi National Rural Employment Generation Act.

After the state government’s request, the ministry relaxed the norms for payment of wages and non-wages under MGNREGA through bank and post office accounts to the wage earners where outreach bank and postal service is inadequate, state RD Commissioner Indra Mallo said in a release here on Wednesday.

“The payment of wages and non-wages under MGNREGA to the job card holders can be made in cash by considering constituting a payment committee (PC) at each gram panchayat,” he said. The payment committee should comprise of gram panchayat president and chairman, gram panchayat member of concerned villages, two women self help group members wherever available, traditional tribal head gaon burahs, minimum three MGNREGA workers, including a woman member of the concerned gram panchayat.

Videography of the cash payment proceedings should also be made, Mr. Mallo said.

The district DC should constitute the payment committee, she said adding, arrangement for cash payment to the job card holders is an interim arrangement till proper banking and postal arrangement are established. - PTI

Good news for govt employees! Now track pension status via SMS, online

New Delhi: Over 11.61 lakh government pensioners can now track the status of their pension and grievance redressal through SMS as well as monitor receipts online -- steps that aim to "lessen harassment" for senior citizens. 

The web portal launched by Finance Minister Arun Jaitley will enable central civil pensioners, family pensioners and freedom fighter pensioners to view their complete pension profile digitally by logging into www.Cpao.Nic.In

They will also be provided with SMS facility for tracking status of pension process and their grievance registration as well as disposal. 

The website, which will serve as a one-stop destination for providing information and speedy redressal of grievances, can also be accessed through mobile devices and it would also provide an option to pensioners to give their feedback. 

Launching the portal, Jaitley said it is an extremely important initiative which will lessen harassment. 
"Nobody should be harassed, least of all pensioners because they are mostly senior citizens. And they need that resource and their life depends on that resource. So any delay or red tapism can actually cause a lot of harassment if not destitution," he said. 

He said the facility of tracking pension status on mobile phone is a giant step taken by the Central Pension Accounting Office (CPAO). 

The website will provide one-stop solution for pensioners to access information relating to status of pension cases, and pension payments processed by central ministries and banks. 

CPAO disburses the pensions through authorised banks to central government pensioners and in the current fiscal it is managing the pension budget of Rs 32,070 crore. In 2015-16, the CPAO handled 60,211 pensioners' grievances. 

Speaking on the occasion, Controller General of Accounts M J Joseph said the portal will bring in transparency and accountability and ensure more responsive way of handling pensioners grievances.

Government employees will have a real festive bonanza this year. As per media reports, central government employees will get the revised allowances as per recommendations made by 7th Pay Commission from October 1.

The Committee on Allowances under the chairmanship of Union Secretary, Finance (Expenditure) had on September 1 met with representatives of the Central government unions.

The committe is expected to give its reports on revised allowance to Finance Minister Arun Jaitley this week.

On July 22, the Committee on Allowances was set up to decide on revision of allowance as Justice A K Mathur panel had earlier recommended abolition of 51 allowances and subsuming 37 others.

“The 7th Pay Commission examined a total of 196 existing allowances and, by way of rationalization, recommended abolition of 51 allowances and subsuming of 37 allowances. Given the significant changes in the existing provisions for allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on allowances,” a press release issued by the government after the Cabinet approval to Pay Commission recommendations had said.

The government has notified a 2.57-time hike in basic salary for 1 crore government employees and pensioners as per the 7th Pay Commission recommendations. The pay hike has been made effective January 1, 2016.

With online nomination for Padma Awards, government hopes to end 'culture of lobbying'

NEW DELHI: Any Indian can now recommend any achiever for the prestigious Padma Awards, with the government throwing open the nomination process to general public to make it transparent and curb the crony culture of influence and lobbying.

The Padma Awards website hosts an interactive dashboard of all the awardees from 1954, the year when these awards were instituted, to 2016. The dashboard enables a user to understand, explore and analyze all the Padma awardees - across categories, year, state and profession.

The software processes big data of the around 4400 awardees till date, into a simple and intuitive format.

The nominations can be made online but the nominators would be required to furnish their Aadhaar details for authenticity and accountability.

Opening up of the nomination process to the general public will also help in identifying unsung or lesser known people of excellence, sources said.
"Simple online nomination encourages and facilitates all Indian citizens to participate," the sources added.

The government has already received over 1700 nominations and the last date of nomination is September 15.

Employees accused of sexual harassment can be transferred, says government

Employees accused of sexual harassment can be transferred to another office to prevent them from influencing victims and to ensure fair inquiry.

The Department of Personnel and Training (DoPT) also said a junior officer can probe charges against seniors accused of sexual harassment.

The move follows complaints of the accused trying to influence or threaten victims of sexual harassment in a few cases.

“To ensure fair inquiry, ministries or departments may also consider transferring the suspect officer or charged officer to another office to obviate any risk of that officer using the authority of his office to influence the proceedings of the complaints committee,” an order issued recently by DoPT to all central government departments said.

All complaints committees set up to inquire into charges of sexual harassment should be headed by a woman and at least half of its members should also be women.

In case a woman officer of sufficiently senior level is not available in a particular office, an officer from another office may be so appointed, as per existing norms.

It has been directed that to prevent the possibility of any undue pressure, the complaints committee should also involved a third party either Non-Government Organisation (NGO) or some other body which is familiar with the issue of sexual harassment.

“The issue of legality of a committee conducting inquiry against an officer against whom there are allegations of sexual harassment but where the chairperson happens to be junior in rank to the suspect officer has been examined.

“It is clarified that there is no bar either in the Central Civil Service (Classification, Control and Appeal) Rules or under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 to the chairperson of the complaints committee being junior to the suspect officer or the charged officer,” the DoPT said, adding that “this also does not in any way cause any prejudice to the charged officer”.

Sexual harassment includes physical contact and advances, demand or request for sexual favours, sexually coloured remarks, showing any pornography and any other unwelcome physical, verbal and non-verbal conduct of a sexual nature.

Besides this, implied or explicit promise of preferential or detrimental treatment in employment; implied or explicit threat about her present or future employment status; interference with her work, creating an intimidating, offensive or hostile work environment for her; and humiliating treatment likely to affect her health or safety may also amount to sexual harassment.

GUIDELINES FOR TOLL FREE CENTRE AT DAK BHAWAN, NEW DELHI FOR HANDLING OF PUBLIC GRIEVANCES.

1. The toll free helpline number ‘1924’ would be available for customers from all over India from landline/mobile phone of any service providers.

2. The name of centre would be “India Post Help Centre” and it would be located in Dak Bhawan, New Delhi.

3. The toll free helpline service would be available on all days from 8:00 A.M. to 8:00 P.M. (excluding declared holidays & Sundays).

4. The complaints received from the complainant on toll free number ‘1924’ would be registered in Computerized Customer Centre (CCC) Portal by the operators at the Dak Bhawan and the 11 digits number would be provided to the complainants.

5. If the complaint already registered, the complainant would be informed the status as viewed in CCC Portal.

6. As soon as the complaint is generated on CCC Portal, the concerned post office will take immediate necessary action to resolve it and would upload the status.

7. All the Postal Circles would establish a Control Room and depute suitable competent or Senior Officers/Team of Officers for monitoring and redressal of complaints.

8. The Nodal Officer in each Circle will open the CCC Portal every day and check all the complaints beginning with “100030 - …… the Toll Free Complaints” and will examine for quick disposal.

9. The Circle Heads would direct to all the Post Offices to ensure that they log in CCC Portal at the beginning of day and at the end of the day compulsorily.

10. The case disposal time is one working day subject to policy matters. The complainant would be informed, if it involves policy matter.

11. The reasonable reply should be uploaded in the CCC Portal.

12. Circle will update the status of each such cases every 24 hrs. through email onadgpg@indiapost.gov.in.

13. The name of Officers with email address and mobile number in each Circle who will be Nodal Officer, should be sent on emailadgpg@indiapost.gov.in

14. CPMG should review the ‘1924’ pending cases every day and in case of pendency going beyond 24 hours would give full details and convey his/her observation to PG Cell of Directorate which will provide weekly report to the Secretary (Posts).

15. Circles would provide utmost priority and quick disposal of the complaints received through Toll Free Centre.

16. All the Circles would propagate and give wide publicity of “Toll Free Number 1924” within their jurisdiction through appropriate medium within budgetary limit after inauguration of India Post Help Centre by Hon’ble Minister of Communications.

But having been personally aware of the situation, I can say that Inspector Posts is best work profile blessed with social acceptance, inherited administrative powers, authority and chances for quick promotion to the level of Director (JAG level viz higher than Sr.Class one officer).

So far, there is no example in the Central Administrative Departments like Railway, CBI, Customs, Income Tax etc, that any official after passing exam of Inspector thereafter reached to the level of JAG/SAG Officer ( please keep in mind, JAG is post of level of Deputy Secretary, and SAG is of Joint Secretary level to the Govt. of India). But Inspector Posts is the only unique Inspectoral post in entire Central Govt. Departments which provides one deserving person to reach to the level of JAG/SAG level officer. The example lead by evidence is said to worthy one, hence, it would not be inappropriate to mention known officer’s name from Inspector Posts cadre personally known to me who has achieved this remarkable glorious feet in service career. The gentleman, I am referring is Mr. E. V. Rao, who started his career in Central Govt. as Inspector Posts and today working as Director of one of the biggest Region. Again to reiterate here that the Director level posts are JAG officer level post viz. Deputy Secretary Level Post.

Fact is fact. Other Inspectors (CBI, Police, Excise etc) profile have to deal only with criminals, whereas, Inspector Posts duty list, responsibilities are primarily relates to the variety of peoples ranging from common, innocent citizen, civilian from urban and rural areas in each and nook corner of India.

In this country, there are several pockets of area ,where, Inspectors from the other departments even cant think to visit because of fear etc from various corners , but , Inspector Posts without any hesitation can go, visits and his visits are admired everywhere. The Inspector Posts contributes directly in maintaining financial security of Citizens (ultimately country) through active role of it as Watchdog in keeping parental watch on deposits of citizens in Post Offices. The other Inspectors (CBI, Excise, and Police) don't have constructive powers (except questioning criminal elements) as Inspector posts have.

The Inspector Posts is having another unique advantage viz. their enrolment on deputation in Defence Services as direct officer and further chances to reach on the posts of Colonel, Brigadier in Indian Army. It's unique opportunity, career progression which none other Inspectors has but Inspector Posts do have.

But it is fact that job profile, nature of responsibilities if Inspector Posts are of course highly demanding, challenging which any honest hardworking person would certainly like but any lubber type person would not like and may run away in a week after witnessing the determination, zeal , perseverance required by the Inspector Posts .

But one thing is sure, guaranteed viz. Inspector Posts profile, work nature certainly convert one ordinary lubber person in to matured, tough administrator, well equipped with caliber to face challenges.

Central Civil Services (Leave Travel Concession)Rules 1988- Relaxation to Travelby Air to visit NER,J&K and A&N

Relaxation extended for two more years, with effect from 26th September 2016.
For journey to Jammu and Kashmir, any airlines (including private operator) may be preferred, subject to LTC 80 fare of Air India.

"The undersigned is directed to refer to this Department's O.M. of even No. dated 26.09.2014 on the subject noted above and to say that relaxation. of CCS (LTC) Rules, 1988, to allow Government servants to travel by air to North East Region (NER), Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N) is extended for a further period of two years w.e.f. 26th September, 2016 subject to the following conditions:

(a) Travel by air to continue to be performed by Air India in Economy class at LTC-80 fare or less. 

(b) For journey by air to Jammu & Kashmir, travel by any airline is allowed, however, the journey should be undertaken in Economy class at a fare less than or equal to LTC-80 fare of Air India.
