Central government launches special deposit scheme for the girl child

To help channelise small savings, government has launched a special deposit scheme for girl child -- Sukanya Samriddhi Account-- which can be opened in banks and post offices and half of the funds can be withdrawn for her higher education and marriage.
While the scheme has been notified by the government, the special interest rate applicable to it would be determined later. Under the scheme, an account can be opened in the name of a girl child up to the age of 10 years.
The scheme would mature on completion of 21 years from the date of opening of the account, and deposits can be made till completion of 14 years. The account can be transferred anywhere in India if the girl child shifts to a place other than the city or locality where the account stands.
Further, 50% of the deposit could be withdrawn for the purpose of higher education and marriage of the girl child after she attains 18 years of age, said the notification.
"The account shall be opened and operated by the natural or legal guardian of a girl child till the girl child in whose name the account has been opened, attains the age of 10 years," it added. After attaining age of 10 years, the account holder can herself operate the account.
In the event of death of the account holder, the account would be closed immediately, and the balance at the credit of the account would be paid along with interest till the month preceding the month of premature closure of the account. The scheme is aimed at garnering small savings and channelising them for development of infrastructure.
Recently, the government has relaunched the Kisan Vikas Patra, in which the invested money doubles in 100 months, with the objective of increasing domestic savings.

PM invites ideas on “Beti Bachao, Beti Padhao” on the occasion of International Day of the Girl Child

On the occasion of the International Day of the Girl Child, the Prime Minister, Shri Narendra Modi, has exhorted the people of India to pledge to create an atmosphere for equality for the girl child and to end gender-based discrimination in the country. 

“On International Day of the Girl Child we celebrate the achievements of our daughters. From the classroom to sports, they shine everywhere. Today let us pledge to create an atmosphere of equality for the girl child. There is no question of any discrimination based on gender,” the Prime Minister said.

The Prime Minister also called for eradication of the menace of female foeticide from the country and invited suggestions from the citizens on “Beti Bachao, Beti Padhao” on the MyGov portal.

“Female foeticide is a matter of deep shame and a cause of great concern. Lets work together to remove this menace from society. Share your ideas on 'Beti Bachao, Beti Padhao' on this specially created MyGov group.http://mygov.in/group_info/beti-bachao-beti-padhao,” the Prime Minister said.

4. Updation of PS Gr. B seniority list circulated by Directorate under No. 9-02/2013-SPG dated 16/9/2014. Names of retired / expired and promoted officers to be deleted by each circle.

Directorate vide memo No. 9-25/2014-SPG dated 25/9/2014 has already directed to each circle to submit the attested copies of ACRs/APARs of officers (who are in the ZoC) for holding of DPC for the promotion to the cadre of PS Gr. B through the officers personally on the following date/s.

B for the year 2014-15. This will facilitate timely holding of DPC otherwise it will be again delayed for which CHQ will not be responsible. All Circle Secretaries and CHQ office bearers should give progress report time to time to GS.

Attendance.gov.in: Modi government launches website to track attendance of government employees

Using UIDAI, Prime Minister Narendra Modi-led NDA government has launched a Biometric Attendance System (BAS) for government employees. Attendance.gov.in has been launched to keep a track on the attendance records of employees. 

Under the system, an organisation needs to register on the website. According to the website, "A back-end administrator will check the details of the organisation submitted and make the organisation active by assigning it a unique sub-domain which will be the first name of the website." 
 
Aadhaar number is essential for registering an employee in BAS. The Attendance IDs of employees will be generated from their Aadhaar numbers. The 6 digit number will be generated based on the last 6 or first 6 digits of the person's Aadhaar number. The attendance ID will only be active when the employee's Aadhaar information has been verified by UIDAI and activated by the Nodal officer. 

The employees will be required to enter their 6-digit Attendance ID on the terminal and subsequently the system will ask for finger print verification. The staff will be able to mark attendance in any bio-metric terminal installed in various Central Government buildings. 
Since network connectivity is essential for marking attendance, the government is planning two types of connectivity with each attendance terminal; wi-fi on NICNET/broadband and SIM based GSM connectivity on tablets. 

The system will not only help track the number of registered organisations and employees, but also give a dynamic interface to know the number of people attending office and the count of active devices.

          IP/ASP Association intends to bring the serious irregularity in the recent circulated list of Inspector Posts line officials for promotion to PS Gr. ‘B’ cadre for the year 2014-15. A copy of representation dated 1/10/2014 of Shri M. Chandrasekhar, offg. Superintendent, PSD, Rajamundry is enclosed herewith for kind perusal and reference.

          It may be recalled that Directorate vide memo No. 9-25/2014-SPG dated 25/9/2014 has called for the attested copies of ACRs/APARs for the period 2006-07 to 2012-13 of 501 IPOs line officials  for holding of DPC forpromotion to PS Gr. ‘B’ cadre for the vacancy year 2014-15. It is mentioned therein that if there is any discrepancy in the list, report in a separate sheet along with other documents should be sent to Directorate by the circles. Directorate was kind enough for the timely convening of DPC and issuance of promotion and posting orders of 156 officers in PS Gr. ‘B’ cadre vide Memo No. 9-33/2013-SPG dated 10/10/2013 but this year, process for holding of DPC for the year 2014-15 is unpredictably delayed.  

          It is regretted to point out that the name of Shri M. Chandrasekhar was not included in the list appended to above referred letter. The official has passed IPOs examination from AP Circle in 1991 as OC candidate and his name is appeared below the name of Shri P. Venkateswara Rao (CO Sl. No. 82 & All India S. No. 200) and above Shri N. R. K. Sastry (CO Sl. No. 84 & All India S. No. 221) in the enclosed seniority list issued by AP circle. Therefore officials name would have to appear in the list appended to above captioned letter in between All India Sr. No. 200 and 221.  It appears either the inadvertence has taken place at AP Circle or Officers at Directorate did not verify the particulars with the seniority list.

          It is therefore requested to kindly look into the matter and arrange to include the name of Shri M. Chandrasekhar in the list of officials for zone of consideration for promotion to PS Gr. B cadre for the vacancy year 2014-15.

All members are now well aware that Directorate has called for the attested copies CRs/APARs for the period from 2006-07 to 2012-13 of officers who are in the zone of consideration for promotion and other requisite information from circles in the prescribed proforma on the dates allotted to them for holding of DPC for the year 2014-15. 

CHQ has already requested Directorate to hold the DPC in the first week of November 2014. Now, it is the duty of the all Circle Secretaries, ASP (HQ)s and officers who are in the ZoC for promotion to take keen interest to see/confirm as to whether CRs/APARs are complete or otherwise. If submission of documents to Directorate is delayed by any circle,  then automatically DPC would be delayed for which neither Diretorate nor CHQ will not be responsible. The memo issued by Diectorate containing the names of officers have already been placed on blog. 

All Circle Secretaries as well as CHQ Office Bearers are requested to keep liasion with each members (whose CRs/APARs called for) and ensure updation of CRs/APARs by their authorities and submission to their circles. Each Circle Secretary will give report to GS on every sunday.
